Ending world hunger is a universal goal, yet progress and social awareness of the issue waxes and wanes in the course of broader political and economic developments. The massive famine in China under Chairman Mao’s 1958–62 Great Leap Forward, a succession of severe droughts and associated famines in India in 1965–66, and the political violence that accompanied regime change in Indonesia in 1964–67 left tens of millions of people starving and drew global attention to the threat of food insecurity. What emerged from these events was an international commitment to agricultural technology transfers, water resource development, and foreign assistance – partly in the spirit of humanitarian goodwill and partly in pursuit of long-term geopolitical and economic interests revolving around the Cold War. Whatever the motivation, the outcome over the ensuing decades was more than a doubling of staple cereal yields in Asia, and a steady decline in real (inflation-adjusted) cereal prices.

Despite these gains, a second, quite different, rallying cry for food security resounded in 2007–8 as international grain prices spiked, food riots erupted in numerous cities throughout the developing world, and the global economy headed into a deep recession. Several factors sparked this crisis, but unlike the earlier periods of dire food shortages, the root causes included unwieldy financial markets and escalating demands for food, animal feeds, and fuel (including biofuels) in a globalized economy. This episode prompted new analyses of the connection between global commodity markets and food security, the political-economy foundations of agricultural development, and the differential impacts of food prices on net producers and net consumers. In the five-year period from 2007 to 2012, international cereal prices were highly unstable, varying by as much as 300 percent.

Today, international agricultural markets have settled at relatively low prices, but civil conflicts, extreme climate events, and other natural disasters are blocking the path toward ending hunger. In February 2017, the United Nations declared a famine in South Sudan, as war and economic collapse ravaged the newly independent nation. Although the famine officially ended in mid-2017, food emergencies and severe undernourishment still threaten tens of millions of people in South Sudan, Yemen, Nigeria, Somalia, and Syria, due to a combination of civil conflict, prolonged droughts, and occasional floods. On the surface, it seems incomprehensible that there could be such difficulty in addressing these looming famines at a time when global cereal production and stocks are at historical highs. But the problem is not a matter of food supply; the problem is war.

Ertharin Cousin is a Visiting Scholar at the Center on Food Security and the Environment. She is also a distinguished fellow of global agriculture at the Chicago Council on Global Affairs.  

She previously served as executive director of the World Food Programme from 2012 until 2017. In this role, Cousin led the world’s largest humanitarian organization with 14,000 staff serving 80 million vulnerable people across 75 countries. Cousin possesses more than 30 years of national and international nonprofit, government, and corporate leadership experience.  She maintains relationships with global government, business, and community leaders. She has published numerous articles regarding agriculture, food security, and nutrition. 

In 2009, Cousin was nominated by the president and confirmed by the Senate as the US ambassador to the UN Agencies for Food and Agriculture in Rome. In this role Cousin served as the US representative for all food, agriculture, and nutrition related issues. Cousin regularly represented US interest in global leader discussions, including prime ministers, foreign and agriculture ministers, academics and business executives, regarding humanitarian and development activities.  Cousin helped identify and catalyze US government investment in food security and nutrition activities supported by the USAID Feed the Future program.  Cousin convened foreign media tours resulting in millions of conventional as well social media impressions.

Prior to her global hunger work, Cousin helped lead the US domestic fight to end hunger while serving as executive vice president and chief operating officer of America’s Second Harvest (now Feeding America). In this role Cousin led the operations, budgeting, and expenditures as well as the human resources, IT, and training activities of this national confederation of 200 foodbanks across America serving over 50,000,000 meals per year. Previously, Cousin served as senior vice president for Albertson’s Foods. As a corporate reporting officer, Cousin served as the Albertson lead for community relations, customer relations, legislative and regulatory affairs, industry and external relations, including communications serving as the company’s chief spokesperson. While serving at Albertson she was appointed by the US president to the Board for International Food and Agricultural Development where she helped oversee US government agriculture research investments worldwide.  Before Albertsons, Cousin also served in government as the White House Liaison to the State Department. She received the department’s Meritorious Service award for her work expeditiously and successfully addressing foreign policy issues which arose when the US hosted the Atlanta Olympics.

A Chicago native, Cousin is a graduate of the University of Illinois at Chicago; the University of Georgia Law School, and the University of Chicago Executive Management Finance for Non-Financial Executives program. Cousin has received honorary doctorate degrees from universities around the globe.  She has been listed numerous times on the Forbes “100 Most Powerful Women” list, as the Fortune “Most Powerful Woman in Food and Drink,” on TIME’s “100 Most Influential People” list, and as one of the “500 Most Powerful People on the Planet” by Foreign Policy magazine.

Climate change will lead to massive conflicts, according to claims of such prominent sources as Sir Nicholas Stern and the US National Security Agency - claims repeated by the media. Efforts to tease a specific climate change signal from historical records of civil conflict have proved inconclusive, however: they postulate that farmers will become fighters when resources become critically scarce; but they have been unable to illuminate what specific mechanisms may be involved. Yet the potential for climate change to cause significant civil conflict seems intuitively obvious, and the need for better understanding remains urgent. My research focuses on sub-Saharan Africa, the most conflict-prone region in the world; and it asks what factors make some countries erupt in civil conflict, while others do not. I find that drops in agricultural exports diminish government capacity as tax revenues shrink, leading to an increase in the risk of civil conflict. Thus, government capacity to provide security and services is likely to become weak just at the time when climate change is increasing the need for both. How governments respond will determine the risk of civil conflict, but this research shows that their capacity to respond will, in fact, also be affected. The implications of these conclusions apply beyond sub-Saharan Africa, and begin to move the debate from questions around if climate change will cause conflict to more productive discussions of how climate change may affect conflict risk.

Violent conflicts claim 3,000 lives per day through wars, bombings and attacks that dominate the news media. Meanwhile, behind the headlines, 20,000 people die each day from causes related to hunger and poverty. Physical security and food security are deeply connected. Over a billion people suffer from chronic food insecurity, a situation that feeds violent conflict and weakens national and international security. Food insecurity is especially problematic in agricultural regions where income growth is constrained by resource scarcity, disease, and environmental stress.
