A warming planet. Backsliding in democracy at home and abroad. Competition with China. And active war in Europe. Broadening conflicts in the Middle East.

The world today is facing no shortage of overlapping, multilateral challenges. At a recent panel titled, “Global Threats Today: What's At Stake and What We Can Do About It,” scholars from the Freeman Spogli Institute for International Studies (FSI) had an opportunity to delve deeper into what the data says about how these global threats are evolving, and how we should be thinking about how to address them.

The discussion, which was held as part of Stanford University's 2024 Reunion and Homecoming weekend, was moderated by Michael McFaul, director of the Freeman Spogli Institute, and featured Marshall Burke, Didi Kuo, Amichai Magen, Oriana Skylar Mastro, and Steven Pifer.

In the highlights below, each scholar shares what they wish people understood better about climate change, the war in Ukraine and Russia's aggression, China's strategy for building power, the health of American democracy, and how the fighting between Israel and Hamas fits into the geopolitical struggle between democracies and autocracies.

Illiberal Actors Are on the Move  |  Amichai Magen


Around the world, we are seeing a new axis of influence coalescing. Some have called it the "axis of misery" or the "axis of resistance." It is composed of Russia and Iran and North Korea, with a lot of Chinese involvement as well. It is transforming our international system in unbelievable ways. It is united by the desire to dismantle the liberal international order, and we're starting to see the nature and the interconnectivity of this new axis of chaos much more clearly. 

You see North Korean soldiers fighting for Putin in Ukraine. You see Putin helping the Houthis attack international Western shipping in Yemen. We see North Korean tunnel technology turn up in Lebanon with Hezbollah and then with Hamas in Gaza. The interconnectivity is something that we really need to know much more about.

Historically, emperors, kings, dukes, used to spend 50% of their resources on preparing for war or waging war. But in the post-Second World War era, we built a critical norm that we've called the liberal international order. And the miracle of the liberal international order is that we've managed to take global averages of defense spending from about 50% to a global average of about 7%. And the resulting surplus wealth has allowed us to invest in education, health, and scientific discovery.

What is at stake now is the possibility of a return of a norm where states are destroyed and disappear. And we have currently three states in the international system, at the very least — Ukraine, Israel and Taiwan — that are at risk of annihilation. To that end, we must articulate a positive strategic vision for the Middle East that will strive towards a two state solution, that would give the Palestinian people the dignity and the freedom that they deserve alongside a safe and secure Israel, and that will leverage the new spirit of cooperation that exists in the Middle East.

If we allow the norm of the non-disappearance of state to erode and collapse, we will go back to the law of the jungle, where we will have to spend so much more money on the wrong things. That is what is at stake in Ukraine, in the Middle East, and with Taiwan.

Challenges to Democracy Come From Within |  Didi Kuo


Many people think that the threat to democracy comes from outside our borders, particularly from countries like Russia and China that are asserting themselves in new and aggressive ways.

But the real threat to democracies that we're seeing across the globe is coming from within. Leaders come to power through democratic means, but then they begin to erode power from within. They attack the electoral system and the process of democratic elections, and they take power from other branches of government and aggregate it to themselves within the office of the executive. 

The good news is there are examples of countries like France, Brazil, and Poland where illiberal leaders have been stopped by pro-democracy coalitions of people who came together. These coalitions don't necessarily agree with each other politically, but they've come together and adapted in order to foreclose on these anti-democratic forces. 

That flexibility and adaptability is the reason democracies succeed. We see this over and over again in the the United States. When our institutions have become out of date, we've changed them. We extended suffrage, first to Black Americans who were formerly enslaved, then to women, then to Native Americans. We eliminating poll taxes and rethought what it means to have a multiracial democracy. We have a long track record of making changes.

Today in 2024, some of our democratic institutions are antiquated and don't reflect our contemporary values. This is a moment where we should lean into that flexible strength of democracy and think about institutional reforms that will both strengthen our system against illiberal creep and help us better achieve the ideals that we aspiring to as a people.

Ukraine Is Not Fated to Lose |  Steven Pifer


There's a narrative that's taking place that Russia is winning the war, Ukraine is losing, and it's only a matter of time. And it is true that Russia has captured a bit more territory than they occupied at the start of the year. But they've only achieved that at enormous cost.

As of September, the Pentagon says Russia had lost 600,000 dead and wounded soldiers. To put that in context, in February of 2022 when this major invasion began, the total Russian military — not just the army, but the total Russian military — was 1.1 million people. And the British Ministry of Defense earlier this week assessed that Russia now is losing 1,200 soldiers killed or severely wounded per day. You have to ask how long that's sustainable.

When I talk to Ukrainians, they still regard this war as existential. They're very determined to win, and we need to do a better job of supporting that. A stable and secure Europe is vital to America's national security interests, and you're not going to have a stable and secure Europe unless there's a stable and secure Ukraine. So we need to both provide them the weapons they need and relieve some of the restrictions we currently have and allow the Ukrainians to use those weapons to strike military targets in Russia.

Because we have to ask ourselves: what does an emboldened Vladimir Putin do if he wins in Ukraine? I don't think his ambitions end with Ukraine, perhaps not even with the post-Soviet space. There's going to be a much darker Russian threat hovering over Europe if Putin wins. So let's not count the Ukrainians out.

China Isn't Going Away Anytime Soon  |  Oriana Skylar Mastro


There is a lot of discussion right now about the fact that the economy in China is slowing down and its demography is undergoing significant changes. What I'm here to tell you is that the challenge of China is not over, and is not going to be over any time soon. China has built power in a different way than the United States, and we have to reassess how we understand that power if we want to effectively deter, blunt, and block them from acting out in ways that threaten our partners and allies.

Since the 1990s, China has developed a significant amount of political, economic, and military power. They've gone from having an economy smaller than France’s  to the second largest in the world. They've gone from not being involved in international institutions to a great degree, not even having diplomatic relations with major countries like South Korea, to now having stronger and greater diplomatic networks, especially in Asia, than the United States.

What we really need to understand is that the U.S.-China competition is not about the United States or about China; it's about the rest of the world, and how the rest of the world sees us and how China interacts with us. The balance of power is shifting, and we have to be a lot smarter and a lot faster if we want to make sure it shifts in favor of our interests.

The United States hasn't had a comprehensive strategy towards the developing world in a long time. And we are running out of time to get that balance right in Asia. We don't have the right stuff. We don't have it in the right numbers, and it's not in the right place. Some of this is about deterring war over Taiwan, but it's also about generally maintaining peace and stability in Asia.

We're Doing Better (But Not Enough) on Climate Change |  Marshall Burke


Many people don't recognize how much progress we're actually making on climate issues. Emissions have fallen by 20% since 2005. We're actually speeding up the amount of substantial progress being made in reducing greenhouse gas emissions and dealing with the core climate change problem, which is the human emission of greenhouse gasses.

In the United States, the Inflation Reduction Act and the subsequent implementation of various rules the Biden administration has championed has given a huge boost in transitioning our economy to greener energy technologies, transportation technologies, and other kinds of infrastructure. We're moving a lot of cash to get that done, and the president is trying to get as much of it out the door as he can before his term ends.

Globally, the progress has been less rapid. Emissions are roughly flat. But overall, we're still making progress. I co-teach an undergraduate class on climate change, and we've had to update our slides on how much warming we're expecting over the next century. We thought it was going to be four degrees Celsius. Now we think it's going to be something between two and three degrees Celsius.

But the flip side of that is that we're still going to get warming of two to three degrees Celsius. We're already experiencing warming of about a degree Celsius, which is about two degrees Fahrenheit, and it's projected that we're going to get another three to five degrees Fahrenheit by the end of the century. That is a lot of warming, and we are not prepared to deal with it. We need to do much more on mitigation and much more on adaptation if we're going to meet the realities of living in a changing climate.

So we've had progress on the one hand, but there's still a lot of work left to do in the coming decades.

If you had five minutes to speak with the president of the United States, what would you say? That’s the question Michael McFaul, director of the Freeman Spogli Institute for International Studies, posed to FSI scholars at a Stanford 2023 Reunion Homecoming event.

The discussion, “Global Threats Today: What's At Stake and What We Can Do About It,” centered around five major challenges currently facing the world: political dissatisfaction and disillusionment at home, tensions between China and Taiwan, the consequences of climate change, the ongoing war between Russia and Ukraine, and the conflict between Hamas and Israel.

Speaking to each of these areas of concern and how they overlap, FSI scholars Didi Kuo, Larry Diamond, Marshall Burke, Michael McFaul, and Amichai Magen offered their perspectives on what can be done. Reform the Electoral College |  Didi Kuo


One of the major problems people feel right now in American politics is that their voices aren’t heard. We live in what my colleague Francis Fukuyama calls a "vetocracy," meaning there are a lot of veto points in our system.

In a lot of other democratic institutional configurations, you have rule by the majority. But in the United States, we have an institutional configuration that allows a very small group — for example, 15 people in the House of Representatives — to hold up government in various ways. We see this in dramatic examples on the national level, but it also trickles down to the local level where you see it in issues like permitting hold-ups.

Reforming the Electoral College would be a very direct way of changing that vetocracy. The United States is one of the only advanced democracies that has this indirect system of elections. If all the votes counted equally and all the presidential candidates had to treat all of us the same and respond to us equally in all 50 states, it would do a lot to show the power of the popular vote and realign us more closely to the principle of majoritarianism that we should seek in our institutions.

Allow Taiwan to License Weapons Production |  Larry Diamond


My recommendation is deterrence, deterrence, deterrence. It is not inevitable that the People's Republic of China is going to launch an all-out military assault on Taiwan. But if the United States does not do more to make that a costly decision, the likelihood it will happen are exponentially higher.

Deterrence works. The United States deterred the Soviet Union from moving against West Berlin and much of Europe for decades. But it only works if you have a superior force.

To that end, the United States needs to pre-position more military force in the region. There's now a $12 billion backlog of weapons that Taiwan has ordered and paid for but hasn't received yet. That’s because the American defense production system is completely broken. This is the same reason why we can’t get weapons to Ukraine at the pace we need there.

This issue could be fixed, at least in part, if we licensed the production of some of these weapon systems directly to Taiwan. Their ability to build plants and produce these systems is much more agile than our own, and so licensing the rights to production would dramatically increase the deterrence factor against China, in addition to deepening our cooperation with allies throughout the region.

Pursue Climate Mitigation AND Adaptation |  Marshall Burke


There are three things we can do in response to climate change: we can mitigate, we can adapt, or we can suffer. We’re off to a good start, but we have decades of long slog ahead of us to get that right. And it's not just us; even if we do a good job, we depend on other countries to also do a good job. The Biden administration has already been engaged on some of that front, but there’s more work to do there.

And even with our best efforts, we are not going to be able to move as fast as we want or mitigate our greenhouse gas emissions as quickly as we need to avoid climate change. So, we're going to have to live with some climate change, which means adaptation. And if we can't adapt, then we're going to suffer. 

The key point is that we are very poorly adapted to today's climate, much less the climate we're going to have 30 or 50 years from now. The West Coast and California are prime examples of this. There have been monumental wildfire seasons there the last few years, and there are significant negative health impacts from smoke exposure. I see it in my own home, even as someone who studies this and should know better and do more to reduce those risks.

The point is, we're really poorly adapted to the current climate, and things are going to get a lot worse. We need to focus on mitigation; it’s still really important and we need to get it done. But at the same time, we need to figure out how to adapt and live with the changing climate that we're going to experience.

Weapons for Ukraine, Sanctions on Russia |  Michael McFaul


When I was in Kyiv this September, I had a chance to meet with President Zelenskyy, and he pointed out an absolutely crazy reality. Companies in the United States and Europe are still making tens of thousands of dollars in profits from selling various technologies that ultimately end up in Russia. It’s getting in through places like Hong Kong and Kazakhstan and Belarus and Georgia, and it allows Russia to keep waging its horrific war.

At the same time, the United States is spending millions of dollars to arm Ukraine with systems to shoot down the Russian rockets that were built using the components they got from the West. That’s completely illogical, bad policy. I know it’s hard to control technology, but we have to find a better way than what we’re doing right now. If you're an American taxpayer, that is your money being wasted.

That means more and better weapons for Ukraine, faster. And that means more and better sanctions on Russia, faster. That is the way to speed the end of this war.

Be Confident in America |  Amichai Magen


Just a few short years ago, we were all talking about the decline of the United States. I think that is far from inevitable. People speak about the 20th century as the “American Century.” The 21st century can also be the American Century. It's in our hands.

Be bullish on America. Be confident in America. Rediscover the spirit of America for adaptation and innovation and entrepreneurship. We need to wake up from the break we’ve taken from history in the post-Cold War era and rally once again in our spirit, our research, and our intellect.

We need to find new solution structures to the great challenges of our era: environmental challenges, AI, biotechnological challenges, nuclear challenges. And we can do it. China is on the verge of demographic decline and economic decline. Russia is a very dangerous international actor, but it is not a global superpower. We must reinvent the institutions and the alliances that we need for the 21st century in order to make sure that we continue a journey towards greater peace and prosperity for all of mankind.

Against the backdrop of Ukraine's counteroffensive and the Kremlin's efforts to illegally annex additional territory, a delegation of members from the NATO Parliamentary Assembly arrived at Stanford to meet with experts and weigh considerations about the ongoing conflict. First on their circuit was a panel hosted by the Freeman Spogli Institute for International Studies (FSI) chaired by FSI Director Michael McFaul, with Marshall Burke, Francis Fukuyama, Anna Grzymala-Busse, Scott Sagan, and Kathryn Stoner participating.

The delegates represented thirteen of NATO's thirty member nations, including Belgium, the Czech Republic, France, Greece, Hungary, Italy, Latvia, Luxembourg, Portugal, Romania, Spain, Turkey, and the United Kingdom. Top of mind were questions about the possibility of nuclear escalation from the Kremlin, and appropriate repsonses from the alliance, as well as questions about the longevity of Putin's regime, the nature of international authoritarian alliances, and the future of Ukraine as a European nation.

Drawing from their expertise on state-building, democracy, security issues, nuclear enterprise, and political transitions, the FSI scholars offered a broad analysis of the many factors currently playing out on the geopolitical stage. Abbreviated versions of their responses are given below.

Rethinking Assumptions about Russia and Putin

Right now, Putin is the most vulnerable he's ever been in 22 years in power. But I don’t believe he's under so much pressure at this point that he is about to leave office anytime soon. Autocracies do not usually die by popular mobilization, unfortunately. More often they end through an elite coup or turnover. And since the end of WWII, the research has shown that about 75% of the time autocracies are typically replaced by another autocracy, or the perpetuation of the same autocracy, just with a different leader. So, if Putin were replaced, you might get a milder form of autocracy in Russia, but I don't think you are suddenly going to create a liberal democracy.

This means that we in the West, and particularly in the U.S., need to think very hard about our strategies and how we are going to manage our relationships with Putin and his allies. This time last year, the U.S. broadcast that we basically wanted Russia to calm down so we could pivot to China. That’s an invitation to not calm down, and I think it was a mistake to transmit that as policy.

We need to pay attention to what Russia has been doing. They are the second biggest purveyor of weapons globally after the United States. They will sell to anyone. They’ve been forgiving loans throughout Sub Saharan Africa from the Soviet period and using that as a way of bargaining for access to natural resources. They’re marketing oil, selling infrastructure, and building railroads. Wherever there is a vacuum, someone will fill it, and that includes Russia every bit as much as China. We need to realize that we are in competition with both Russia and China, and develop our policies and outreach accordingly.

Confronting Autocracy at Home and Abroad

Why is Putin in Ukraine? Because the fact that there is a democratic country right next door to Russia is an affront to him. Putin doesn’t care that much about NATO. The fact that nothing happened when Sweden joined is some evidence of this. That’s something to keep in mind as people are debating NATO and Ukraine and Ukraine’s possible future as a member.

NATO membership and EU membership are both wonderful things. But more fundamental that that, this war has to be won first. That’s why I think it’s necessary in the next six months to speed up the support for Ukraine by ensuring there’s a steady stream of armaments, training personnel, and providing other military support.

There’s been incredible unity on Ukraine over the last seven months across the EU, NATO, and amongst our allies. But our recent history with President Trump reminds us how fragile these international commitments can be. In foreign policy, it used to be understood that America stands for liberal democracy. But we had a president of the United States who was more than happy to sidle up to some of the worst autocrats in the world. That’s why we can’t afford to leave rising populism around the world unaddressed and fail to engage with voters. When we do that, we allow far right parties to grab those votes and go unopposed. Whatever happens domestically impacts what happens internationally.

The Consequences of Nuclear Sabre-Rattling

We have to very clear-eyed when we’re talking about the threat, however improbable, of the use of a nuclear weapon. When it comes to the deployment of a tactical nuclear weapon, its kinetic effects depend on both the size of the weapon, the yield, and the target. Tactical weapons range in yield from very low — 5-10% of what was in the Hiroshima bomb — to as large as what was used against Hiroshima and Nagasaki. If that kind of weapon was used on an urban target, it would produce widescale effects. In a battlefield or rural area, it would have a relatively small impact.

But in the bigger picture, what any use of a weapon like this does is break a 70+ year tradition of non-use. Those seventy years have been dicey and fragile, but they have held so far. A tradition that is broken creates a precedent, and once there’s a precedent, it makes it much easier for someone to transgress the tradition again. So even if a decision was made to use a tactical weapon with little kinetic importance for strategic effect, I think we still need to be worried about it.

Personalistic dictators surround themselves with yes men. They make lonely decisions by themselves, often filled with vengeance and delusion because no one can tell them otherwise. They don't have the checks and balances. But I want to make one point about a potential coup or overthrow. Putin has done a lot to protect himself against that. But improbable events happen all the time, especially when leaders make really, really bad decisions. That’s not something we should be calling for as official U.S. policy, but it should be our hope.

Cycles of Conflict, Climate Change, and Food Insecurity

The estimates right now project that there are 350 million people around the world facing acute food insecurity. That means 350 million people who literally don’t have enough to eat. That’s roughly double what it was pre-COVID. The factors driving that are things like supply chain disruptions from the pandemic and climate shocks, but also because of ongoing conflict happening around the world, Ukraine included.

There was an early concern that the war in Ukraine would be a huge threat to global food security. That largely has not been the case so far, at least directly. Opening the grain corridors through the Black Sea has been crucial to this, and it’s critical that we keep those open and keep the wheat flowing out. Research shows that unrest increases when food prices spike, so it’s important for security everywhere to keep wheat prices down.

What I’m worried about now is natural gas prices. With high global natural gas prices, that means making fertilizer is also very expensive and prices have increased up to 300% relative to a few years ago. If they stay that high, this is going to be a long-term problem we will have to find a way of reckoning with on top of the other effects from climate change already impacting global crop production and the global economy.

Ukraine After the War

I've been more optimistic about the prospects for Ukraine taking back territory for more of this war, just because of the vast difference in motivation between the two sides and the supply of modern weapons that Ukraine has been getting. But I don’t know what the conditions on the ground will look like when the decision to negotiate comes. Will Russia still be sitting on occupied territory? Are they kicked out entirely? Or are the frontlines close to where they are now?

As I’ve observed, Ukraine's demands have shifted depending on how they perceive the war going on. There was a point earlier this summer where they hinted that a return to the February 23 borderlines would be acceptable. But now with their recent successes, they're saying they want everything back to the 2014 lines. What actually happens will depend on what the military situation looks like next spring, by my guess.

However the war does end, I think Ukraine actually has a big opportunity ahead of them. Putin has unwittingly become the father of a new Ukrainian nation. The stresses of the war have created a very strong sense of national identity in Ukraine that didn’t exist previously. It’s accurate that Ukraine had significant problems with corruption and defective institutions before, but I think there’s going to be a great push to rout that out. Even things like the Azov steel factory being bombed out of existence is probably a good thing in the long run, because Ukraine was far too dependent on 20th-century coal, steel, and heavy industry. Now they have an opportunity to make a break from all of that.

There are going to be challenges, obviously. We’ll have to watch very carefully what Zelenskyy chooses to do with the commanding position he has at the moment, and whether the government will be able to release power back to the people and restore its institutions. But Europe and the West and our allies are going to have a really big role in the reconstruction of Ukraine, and that should be regarded by everyone as a tremendous opportunity.

Victory in Ukraine, Victory for Democracy

Nobody likes a loser, and right now, Putin is losing strategically, tactically, and morally. Now, he doesn’t really care about what Biden or NATO or the West think about him. But he does care about what the autocrats think about him, especially Xi Jinping. And with reports coming out of the Shanghai Cooperation Organization that Xi has “concerns” about what’s happening in Ukraine, Putin is feeling that pressure. I think that's why he has decided he needs to double down, not to negotiate, but to try and “win” in some way as defined by him.

In my view, that’s what’s behind the seizure of these four regions. If he feels like he can unequivocally claim them as part of Russia, then maybe he will sue for peace. And that’s exactly what President Zelenskyy fears. Why? Because that’s exactly what happened in 2014. Putin took Crimea, then turned around to the countries of the world and said, “Aren’t we all tired of war? Can’t we just have peace? I’m ready to end the war, as long as you recognize the new borders.” And, let’s be honest, we did.

We keep hearing politicians say we should put pressure for peace negotiations. I challenge any of them to explain their strategy for getting Putin to talk about peace. There is no doubt in my mind that President Zelenskyy would sit down tomorrow to negotiate if there was a real prospect for peace negotiations. But there's also no doubt in my mind right now that Putin has zero interest in peace talks.

Like Dr. Fukuyama, I don’t know how this war will end. But there's nobody inside or outside of Russia that thinks it’s going well. I personally know a lot of people that believe in democracy in Russia. They believe in democracy just as much as you or I. I’ve no doubt of their convictions. But they’re in jail, or in exile today.

If we want to help Russia in the post-Putin world, we have to think about democracy. There’s not a lot we can do to directly help democracy in Russia right now. But we should be doing everything to help democracy in Ukraine.  It didn’t happen in 1991. It didn’t happen in 2004. It didn’t happen in 2014. They had those breakthroughs and those revolutionary moments, but we as the democratic world collectively didn’t get it right. This is our moment to get it right, both as a way of helping Ukraine secure its future, and to give inspiration to “small-d” democrats fighting for rights across the world.

America may have legitimate competitive reasons to worry about the number of computer science and engineering graduates from elite Chinese and Indian universities – the figure dwarfs that of U.S. students with similar degrees.

But a new book by Stanford researchers and others says that the concern that these countries will develop their own centers of high-tech production and innovation and draw research, development and scholarship away from American shores is still premature.

The research, a multidisciplinary look at the growth of higher education in the world's four largest developing economies – Brazil, Russia, India and China (known collectively as the BRICs) – analyzes the quality of institutions, the quantity of people getting degrees and equal access to education.

The book, University Expansion in a Changing Global Economy: Triumph of the BRICS?, is published by Stanford University Press.

"In the past 20 years, university systems in these big countries have just exploded," said Martin Carnoy, a Stanford professor of education and one of the authors. Carnoy is also an affilate of the Center on Democracy, Development, and the Rule of Law at the Freeman Spogli Institute for International Studies.

"So the questions are why did it happen and what are the implications? And specifically, what are the implications for the U.S. if the market is flooded with new scientists and engineers? Are we going to be overwhelmed? What happens to their societies if all the energy is focused on elite institutions," Carnoy said.

The researchers approached their questions with the belief that societies, and governments, can be judged by the way they invest in and organize their public higher education systems.

For example, how well these countries create a labor force that is competitive in the information age depends on the quality of higher education. Whether people have equal chances to succeed relies on having colleges that are accessible to even the poorest students. And how effectively a country expands its university system may determine how successful it is at growing a robust economy and competing with the United States and Europe, the scholars argue.

"If you have economic growth and provide educational opportunities, you're perceived as a legitimate, successful government," Carnoy said. "So our theory was, if you can pull this off, if you can successfully expand your university systems, you are likely a pretty efficient government."

BRIC undergraduate education increased from about 19 million students in 2000 to more than 40 million students in 2010. The largest increase was in China, which went from less than 3 million to almost 12 million bachelor's degree students during that period, the study says.

Financing elite schools

The study found that BRIC countries are pouring money into their elite colleges in an effort to create world-class institutions and have their graduates compete with the United States and Europe.

Researchers say the elite colleges are much better for the focused investment, and the engineers and computer scientists are graduating with similar competency and training as those from developed countries.

But the mass institutions are receiving fewer resources, the study says, and that's where most of the students go. In 2009, 2.1 million of the 2.5 million total bachelor's graduates in China matriculated from mass institutions, not elite ones. In India, it was 2.2 million of 2.3 million.

Students read college application forms for admission to undergraduate courses at Delhi University in New Delhi, India. Delhi University has over 300,000 students and is one of the largest universities in the world.

This widening funding gap between top schools and mass institutions has broad implications, the scholars argue. The gap has the potential to slow economic growth domestically, deepen income inequality and create less social mobility.

Students who go to the mass institutions aren't getting high quality, competitive educational experiences, the study says, and many of the students also get stuck with big bills as funding assistance is directed toward the elite universities.

"What happens, then, is they are doing a good job of educating students at the elite levels, but they are not doing a good job of educating students at the non-elite levels who are also fundamental for the economy," said Prashant Loyalka, a research fellow at FSI and one of the study's authors.

In absolute terms, the sheer numbers of students graduating from elite institutions in computer science and engineering majors in these countries is also high. In China, for example, the total number of computer science and engineering graduates from elite universities is more than the total number of such graduates from the United States.

But sustaining and building innovation hubs requires more than the elite, the researchers said. The engine of these new economies is the rest of the population – those that attend mass institutions.

"In the United States, we have relied on competent second-tier engineers. They are the guts of our system. We need good students in all fields in these second-tier universities because the top-tier universities just don't produce that many graduates. They simply don't," Carnoy said.

He warned that this redistribution of funds away from second-tier institutions is a concern in the United States as well. "To an extent the BRICs have to do it, because they don't have enough resources to go around. But do we have to do it? The answer is probably no. It certainly should be no," Carnoy said.

The research is one of the first empirical and comparative looks at the higher education systems across these countries, and relied on in-country interviews, surveys, data analysis and classroom observation.

Report card

Overall, the researchers found that significant challenges remain as these countries march toward creating universities that can rank alongside those in the United States and Europe.

China, the scholars said, is doing pretty well, but Russia and Brazil are question marks.

"Russia has provided the vast majority of its people with a high level of education, but it has lagged in terms of putting money into research," Loyalka said. "Brazil has a high-level of graduate education and research at its top-tier public institutions, and these institutions are receiving a lot of support. However, the vast majority of students attend private institutions, which are, on average, of dubious quality."

India, Loyalka noted, was surprising. Despite its very good technical universities, he said, "you have a small proportion of Indians going to those, and the mass institutions are of really poor quality."

"The higher education system in India does not appear to be well organized," Loyalka said.

Among other recommendations, the researchers said India should increase its graduate education and, along with Russia, increase spending on research.

The project began in 2007 as an interdisciplinary venture supported by FSI, and incorporated scholars in economics and international comparative education at Stanford Graduate School of Education, FSI and universities in Moscow and Beijing.

Several articles focusing on different aspects of the review also have been published over the past year. The most recent, which appears in the July/August issue of the journal Change, highlights the research on quality and quantity of graduates in engineering and computer science from the four countries.

Besides Carnoy and Loyalka, the scholars involved in the project include Maria Dobryakova, a research associate and the director for portals at the Center for Monitoring Quality Education at the Higher School of Economics in Moscow; Rafiq Dossani, a senior economist at RAND Corp. and former senior research scholar at Stanford's Shorenstein Asia-Pacific Research Center at the Freeman Spogli Institute; Isak Froumin, a mathematician and director of the Institute for Educational Studies at the National Research University Higher School of Economics in Moscow; Katherine Kuhns, who received her PhD in the International and Comparative Education Program at Stanford Graduate School of Education; Jandhyala B. G. Tilak, a professor at the National University of Educational Planning and Administration in New Delhi, India; and Rong Wang, director and professor of the China Institute for Educational Finance Research at Peking University.

“Do we have to accept deforestation to feed the world?”

That was one of the provocative questions that Stanford Woods Institute Senior Fellow and land use expert Eric Lambin posed during a recent presentation of research with far-reaching implications for policymakers, businesses and consumers. Among the findings Lambin discussed with Stanford students and faculty during a Stanford Department of Environmental Earth System Science seminar: There is much less potentially available cropland (PAC) globally than previous estimates have suggested. Perhaps surprisingly, however, we don’t need to clear more land, including forests, to plant hunger-alleviating crops, Lambin said.

Previous PAC estimates by international organizations such as the World Bank have been consistently too high, according to Lambin giving decision-makers “carte blanche” to approve a variety of uses for large tracts of land.

By 2030, the additional land worldwide that will be needed for urban expansion, tree plantations and biofuel crops will equal the additional land that will likely be devoted to food crops, according to Lambin. This rapid transformation of the face of the planet makes it essential to get a handle on realistic PAC estimates. To do so, Lambin took a “bottom-up approach” that incorporated factors such as soil quality, land use restrictions, labor availability and occupation by smallholders. Lambin also considered trade-offs such as the carbon stocks lost and natural habitat destroyed by land conversion.

Lambin’s resulting PAC estimates in regions ranging from Argentina to Russia are, on average, only a third of other generally accepted estimates. Along the way, Lambin discovered some surprises. For example, what initially looked like good news – the fact that some countries have gone from net deforestation to net reforestation in recent years – turned out to be less hopeful. Lambin found that most countries in the developed and developing worlds that have stopped cutting down their forests have increased their imports of timber and wood products, often from tropical countries. This “outsourcing of deforestation” is one of several troubling global land trends.

On the other hand, Lambin pointed out that production of crops essential to alleviating hunger have increased in recent years, but their overall land use has not, due to more efficient and intensive agricultural methods. This net gain contradicts assertions that more land, including forests, needs to be cleared for farming in order to alleviate hunger, he said.

The real culprit for such land conversion, according to Lambin, is growing adoption of a Western diet heavy with meat, sugar and vegetable oils. Deforestation for agriculture is often driven by multinational companies that cultivate in tropical regions to export fatty and oily food products to urban markets in rich countries and emerging economies. These companies control a majority of global food supply chains and, in turn, local land use decisions. “Globalization has reshaped land governance,” Lambin said.

Globalization is not a bogeyman, though. In fact, Lambin said, it can be an engine for progress on these issues by allowing for new forms of market-based governance that effectively promote sustainable land use. Market mechanisms such as eco-certification labels and nongovernmental campaigns can promote and incentivize responsible land use, he noted, pointing to coffee farmers he studied with School of Earth Sciences Research Associate Ximena Rueda. The farmers increased tree cover on their plantations with the extra profit they reaped from eco-certified beans.

Climate change is already affecting crop production around the world through rising temperatures, changes in rainfall patterns and increasing CO2 in the atmosphere. A new Stanford study published June 14 in Environmental Research Letters examines extreme heat effects on crops during the flowering period and finds the world's staple crops are increasingly at risk.

We are beginning to see exposure to reproductive extreme heat for wheat in Central & South Asia and for rice in South Asia. Maize (corn) harvested area exposed to extreme heat is projected to grow from 15% in the 2000s to 44% by 2050. By 2050, all crops will see increased exposure, especially in tropical areas. For rice, the primary growing areas in South, Southeast and East Asia will become increasingly risky, whereas for wheat, Russia, Central Asia, and the Middle East will continue to be problematic.

President Obama and Mitt Romney meet for their third debate to discuss foreign policy on Monday, when moderator Bob Schieffer is sure to ask them about last month's terrorist attack in Libya and the nuclear capabilities of Iran.

In anticipation of the final match between the presidential candidates, researchers from five centers at Stanford’s Freeman Spogli Institute for International Studies ask the additional questions they want answered and explain what voters should keep in mind.


What can we learn from the Arab Spring about how to balance our values and our interests when people in authoritarian regimes rise up to demand freedom?  

What to listen for: First, the candidates should address whether they believe the U.S. has a moral obligation to support other peoples’ aspirations for freedom and democracy. Second, they need to say how we should respond when longtime allies like Egypt’s Hosni Mubarak confront movements for democratic change.

And that leads to more specific questions pertaining to Arab states that the candidates need to answer: What price have we paid in terms of our moral standing in the region by tacitly accepting the savage repression by the monarchy in Bahrain of that country's movement for democracy and human rights?  How much would they risk in terms of our strategic relationship with Bahrain and Saudi Arabia by denouncing and seeking to restrain this repression? What human rights and humanitarian obligations do we have in the Syrian crisis?  And do we have a national interest in taking more concrete steps to assist the Syrian resistance?  On the other hand, how can we assist the resistance in a way that does not empower Islamist extremists or draw us into another regional war?  

Look for how the candidates will wrestle with difficult trade-offs, and whether either will rise above the partisan debate to recognize the enduring bipartisan commitment in the Congress to supporting democratic development abroad.  And watch for some sign of where they stand on the spectrum between “idealism” and “realism” in American foreign policy.  Will they see that pressing Arab states to move in the direction of democracy, and supporting other efforts around the world to build and sustain democracy, is positioning the United States on “the right side of history”?

What do you consider to be the greatest threats our country faces, and how would you address them in an environment of profound partisan divisions and tightly constrained budgets? 

What to listen for: History teaches that some of the most effective presidential administrations understand America's external challenges but also recognize the interdependence between America's place in the world and its domestic situation.

Accordingly, Americans should expect their president to be deeply knowledgeable about the United States and its larger global context, but also possessed of the vision and determination to build the country's domestic strength.

The president should understand the threats posed by nuclear proliferation and terrorist organizations. The president should be ready to lead in managing the complex risks Americans face from potential pandemics, global warming, possible cyber attacks on a vulnerable infrastructure, and failing states.

Just as important, the president needs to be capable of leading an often-polarized legislative process and effectively addressing fiscal challenges such as the looming sequestration of budgets for the Department of Defense and other key agencies. The president needs to recognize that America's place in the world is at risk when the vast bulk of middle class students are performing at levels comparable to students in Estonia, Latvia and Bulgaria, and needs to be capable of engaging American citizens fully in addressing these shared domestic and international challenges.

Should our government help American farmers cope with climate impacts on food production, and should this assistance be extended to other countries – particularly poor countries – whose food production is also threatened by climate variability and climate change?

What to listen for: Most representatives in Congress would like to eliminate government handouts, and many would also like to turn away from any discussion of climate change. Yet this year, U.S. taxpayers are set to pay up to $20 billion to farmers for crop insurance after extreme drought and heat conditions damaged yields in the Midwest.

With the 2012 farm bill stalled in Congress, the candidates need to be clear about whether they support government subsidized crop insurance for American farmers. They should also articulate their views on climate threats to food production in the U.S. and abroad.

Without a substantial crop insurance program, American farmers will face serious risks of income losses and loan defaults. And without foreign assistance for climate adaptation, the number of people going hungry could well exceed 15 percent of the world's population.

What is your vision for the United States’ future relationship with Europe? 

What to listen for: Between the end of World War II and the end of the Cold War, it was the United States and Europe that ensured world peace. But in recent years, it seems that “Europe” and “European” have become pejoratives in American political discourse. There’s been an uneasiness over whether we’re still friends and whether we still need each other. But of course we do.

Europe and the European Union share with the United States of America the most fundamental values, such as individual freedom, freedom of speech, freedom to live and work where you choose. There’s a shared respect of basic human rights. There are big differences with the Chinese, and big differences with the Russians. When you look around, it’s really the U.S. and Europe together with robust democracies such as Canada and Australia that have the strongest sense of shared values.

So the candidates should talk about what they would do as president to make sure those values are preserved and protected and how they would make the cooperation between the U.S. and Europe more effective and substantive as the world is confronting so many challenges like international terrorism, cyber security threats, human rights abuses, underdevelopment and bad governance.

Historical and territorial issues are bedeviling relations in East Asia, particularly among Japan, China, South Korea, and Southeast Asian countries. What should the United States do to try to reduce tensions and resolve these issues?

What to listen for: Far from easing as time passes, unresolved historical, territorial, and maritime issues in East Asia have worsened over the past few years. There have been naval clashes, major demonstrations, assaults on individuals, economic boycotts, and harsh diplomatic exchanges. If the present trend continues, military clashes – possibly involving American allies – are possible.

All of the issues are rooted in history. Many stem from Imperial Japan’s aggression a century ago, and some derive from China’s more assertive behavior toward its neighbors as it continues its dramatic economic and military growth. But almost all of problems are related in some way or another to decisions that the United States took—or did not take—in its leadership of the postwar settlement with Japan.

The United States’ response to the worsening situation so far has been to declare a strategic “rebalancing” toward East Asia, aimed largely at maintaining its military presence in the region during a time of increasing fiscal constraint at home. Meanwhile, the historic roots of the controversies go unaddressed.

The United States should no longer assume that the regional tensions will ease by themselves and rely on its military presence to manage the situation. It should conduct a major policy review, aimed at using its influence creatively and to the maximum to resolve the historical issues that threaten peace in the present day.

Global warming is likely already taking a toll on world wheat and corn production, according to a new study led by Stanford University researchers. But the United States, Canada and northern Mexico have largely escaped the trend.

"It appears as if farmers in North America got a pass on the first round of global warming," said David Lobell, an assistant professor of environmental Earth system science and center fellow at the Program on Food Security and the Environment at Stanford University. "That was surprising, given how fast we see weather has been changing in agricultural areas around the world as a whole."

Lobell and his colleagues examined temperature and precipitation records since 1980 for major crop-growing countries in the places and times of year when crops are grown. They then used crop models to estimate what worldwide crop yields would have been had temperature and precipitation had typical fluctuations around 1980 levels.

The researchers found that global wheat production was 5.5 percent lower than it would have been had the climate remained stable, and global corn production was lower by almost 4 percent. Global rice and soybean production were not significantly affected.

The United States, which is the world's largest producer of soybeans and corn, accounting for roughly 40 percent of global production, experienced a very slight cooling trend and no significant production impacts.

Outside of North America, most major producing countries were found to have experienced some decline in wheat and corn (or maize) yields related to the rise in global temperature. "Yields in most countries are still going up, but not as fast as we estimate they would be without climate trends," Lobell said.

Lobell is the lead author of the paper, Climate Trends and Global Crop Production Since 1980, published May 5 online in Science Express.

Russia, India and France suffered the greatest drops in wheat production relative to what might have been with no global warming. The largest comparative losses in corn production were seen in China and Brazil.

Total worldwide relative losses of the two crops equal the annual production of corn in Mexico and wheat in France. Together, the four crops in the study constitute approximately 75 percent of the calories that humans worldwide consume, directly or indirectly through livestock, according to research cited in the study.

"Given the relatively small temperature trends in the U.S. Corn Belt, it shouldn't be surprising if complacency or even skepticism about global warming has set in, but this study suggests that would be misguided," Lobell said.

Since 1950, the average global temperature has increased at a rate of roughly 0.13 degrees Celsius per decade. But over the next two to three decades average global temperature is expected to rise approximately 50 percent faster than that, according to the report of the Intergovernmental Panel on Climate Change. With that rate of temperature change, it is unlikely that the crop-growing regions of the United States will continue to escape the rising temperatures, Lobell said.

"The climate science is still unclear about why summers in the Corn Belt haven't been warming. But most explanations suggest that warming in the future is just as likely there as elsewhere in the world," Lobell said.

"In other words, farmers in the Corn Belt seem to have been lucky so far."

This is the first study to come up with a global estimate for the past 30 years of what has been happening, Lobell said.

To develop their estimates, the researchers used publicly available global data sets from the United Nations Food and Agriculture Organization and from the University of Delaware, University of Wisconsin, and McGill University.

The researchers also estimated the economic effects of the changes in crop yield using models of commodity markets.

"We found that since 1980, the effects of climate change on crop yields have caused an increase of approximately 20 percent in global market prices," said Wolfram Schlenker, an economist at Columbia University and a coauthor of the paper in Science.

He said if the beneficial effects of higher carbon dioxide levels on crop growth are factored into the calculation, the increase drops down to 5 percent.

"Five percent sounds small until you realize that at current prices world production of these four crops are together worth nearly $1 trillion per year," Schlenker said. "So a price increase of 5 percent implies roughly $50 billion per year more spent on food."

Rising commodity prices have so far benefited American farmers, Lobell and Schlenker said, because they haven't suffered the relative declines in crop yield that the rest of the world has been experiencing.

"It will be interesting to see what happens over the next decade in North America," Lobell said. "But to me the key message is not necessarily the specifics of each country. I think the real take-home message is that climate change is not just about the future, but that it is affecting agriculture now. Accordingly, efforts to adapt agriculture such as by developing more heat- and drought-tolerant crops will have big payoffs, even today. "

Setting the stage for the two-year series were Jeff Raikes, CEO of the Bill & Melinda Gates Foundation, and Greg Page, CEO and Chairman of Cargill Inc. As CEOs from the largest foundation and the largest agricultural firm in the world they provided important perspectives on global food security in these particularly volatile times. Jeff Raikes: A Perspective from the Bill & Melinda Gates Foundation

Catalytic philanthropy

The Gates Foundation, through its Agricultural Development Initiative, has been a leader in addressing global food security issues. The Foundation allocates 25% of its resources to global development and to addressing the needs of the 1 billion people who live in extreme poverty ($1/day). 70-75% of those people live in rural areas and are dependent on subsistence agriculture for their livelihoods.

The Gates Foundation is driven by the principle: how can it invest its resources in ways that can leverage performance and address market failures? Its approach embodies a novel concept driven by both private sector motives and public responsibilities. Raikes describes this as catalytic philanthropy.

"The Foundation identifies where its investments can create an innovation, a new intervention that can really raise the quality of lives for people," said Raikes. "If successful, it can be scaled up and sustained by the private sector if we can show that there is a profit opportunity or the public sector if we can show that this is a better way to improve the overall quality of society through investment in public dollars."

In the realm of agriculture, allocating resources across the agricultural value chain has proven to be the most effective approach. As an example of this strategy, Raikes talked about a farmer-owned, Gates-supported dairy chilling plant in Kenya. The cooling facility provided the storage necessary to provide a predictable price at which to sell farmers' milk. This price knowledge and market access gave farmers the confidence to invest in better technology and better dairy cattle. The plant also provided artificial insemination services and extension services to teach farmers how to get greater amounts of milk from the cattle.

"I love the concept. I also love the numbers," said Raikes. "In just two or three years there were now 3,000 farmers in a 25 kilometer radius that were able to access this dairy chilling plant and able to sell their milk."

In addition to improving incomes, Raikes remarked that very consistently what he hears is when farmers are able to improve their incomes the first thing they do with the money is invest in the education of their children.

Upcoming challenges to food security

During the next 40 years or so, global food production must double to accommodate a growing and richer population. Climate change and water scarcity contribute to this challenge. The places that will suffer the most severe weather are also the places where the poorest farmers live. 95% of sub-Saharan agriculture is rain fed with very little irrigation.

"If we are going to be able to feed the world we are going to have to figure out how to achieve more crop per drop," cautioned Raikes. "This includes trying to breed crop varieties that will better withstand water shortages. Early results show that you can get as much as a 20% increase in yield or more under stressed conditions when you have varieties that are bred for that need."

These challenges are compounded by the current economic crisis that is putting pressure on budgets in both donor and developing countries. In 2009, the G20 committed 22 billion dollars to agricultural development in recognition of the importance of agricultural development to food security. However, of the 22 billion promised, 224 million dollars went to five countries in the first round of grants in June. By November, when 21 additional countries submitted their proposals, just 97 million dollars were available to be dispersed and 17 countries were turned away empty handed.

High- and low-tech solutions

In an effort to alleviate some of this deficit, the Gates Foundation has committed 300 million dollars in six grants that span the value chain. These include investments in science and technology, farm management practices, farmer productivity, and market access as well as the data and policy environment to support the Foundation's work. The grants are intended to support about 5 ½ million farm families in sub-Saharan Africa and South Asia.

"We believe innovative solutions can come from both high-tech and low-tech," said Raikes. "On the high-tech end, submergent genes are allowing rice crops to survive periods of flooding up to 15 days. In areas of rice farming prone to flooding, this can save entire crops traditionally wiped out by such weather disasters."

The sub1gene seeds are now being used by 400,000 farmers and are on track to be used by 20 million rice farmers by 2017. On the low-tech end, the Gates Foundation is providing $2 triple layer bags to farmers to reduce crop loss from pests; an affordable solution that has increased average income per farmer by $150/year.

"We primarily support conventional breeding, but we also support biotechnology breeding. In some cases we think that breeders in Africa and South Asia will want to take advantage of the modern tools we use here in our country to provide better choices for their farmers," explained Raikes.

Reasons for optimism

After years of diminished support, US Agricultural Development assistance to sub-Saharan Africa has gone from about 650 million in 2005 to about 1.5 billion in 2009. In developing countries, the Comprehensive Agricultural Development Program (CADP) in Africa has challenged countries to dedicate 10% of their national budgets to agriculture with the goal of improving annual agricultural growth by 6%. 20 countries have signed on to the CADP compacts, and 10 countries are exceeding the 6% growth target. Finally, since 1990, 1.3 billion people worldwide have lifted themselves out of poverty primarily through improvements in agricultural productivity.

Raikes pointed to Ghana as a success story. Since 1990, casaba production, an important staple food for poor smallholder farmers, has increased fivefold. Tomato production increased six fold. The cocoa sector has been revived and hunger has been cut by 75%.

"The key to success in Ghana was a combination of getting the right developing country policy with the right macroeconomic reform, the right institutional reform, smart public investment, and an overall good policy environment," said Raikes.

Supporting good policy is an important part of the Foundation's food security strategy, and was a strong motivation behind its funding of FSE's Global Food Policy and Food Security Symposium series.

"We see this symposium series as an opportunity to gather policy leaders who will bring new ideas of what will be effective policy approaches and effective economic environments in the countries we care a lot about, in particular sub-Saharan Africa and South Asia," said Raikes.

Raikes concluded his remarks by reminding everyone that the key to improving food security globally is making sure women, who make up at least 70% of the farm labor population, are included in the equation.

Greg Page: Balancing the race to caloric sufficiency with rural sociology

As the largest global agricultural firm, Cargill has an influential role to play in the world of food and agriculture. Cargill is a major supplier of food and crops and a provider of farmer services, inputs, and market access.

Together with the Gates Foundation, Cargill has reached out and trained 200,000 cocoa farmers in the Ivory Coast, Ghana, and Cameroon. One tribe and one small village at a time the company has helped improve food safety, quality maintenance, and storage; benefiting the farmers, Cargill, and customers further down the supply chain. Cargill has also assisted, through financing and product purchasing, 265,000 farmers in Benin, Burkina Faso, the Ivory Coast, Malawi, Uganda, Zambia, and Zimbabwe.

Can the world feed itself?

A billion people lack sufficient caloric intake on a daily basis. In sub-Saharan Africa, 38% of all children are chronically malnourished, largely the result of inadequate agricultural productivity. While nine of the ten countries that have the highest prevalence of malnourishment are in sub-Saharan Africa, the two countries with the largest absolute number of malnourished people are India and China.

"This points to the difficulty of this problem," said Page. "India exports corn and soybean protein and China has 2.5 trillion dollars of hard currency reserves. These issues aren't necessarily of ability to feed people, but a willingness and commitment to do so."

Can the world feed itself? Yes, said Page.

When you break down the number of calories needed per malnourished person per day and convert that to tons of whole grains required to extinguish that hunger you get 30 million tons; 1/6 the amount of grain we converted to fuel globally last year. In the U.S. alone, 40% of our corn goes to ethanol.

"It isn't an issue of caloric famine-it is an issue of economic famine," stated Page. "In other words, this is not a food supply problem, but rather the lack of purchasing power to pay for a diet. An adequate price must be assured to reward the farmer for his efforts and to provide enough money that she can do it again the following year."

Rural sociology premium

What we face is the need to keep smallholders on the farm-despite the fact that they may not be the low-cost producer of foodstuffs-in order to avoid a rural population migration that would be unsustainable. As a result, the challenge the world faces is who is going to pay that rural sociology premium? If it costs more to raise crops on small farms is that burden going to be borne by the urban poor or is there going to be an alternative funding mechanism that allows smallholders to succeed?

What is the survival price for a smallholder farmer? Page explained that if you wanted a family of four on a farm in sub-Saharan Africa to receive an income commensurate with the average per capita income of the urban population, you would come up with a price near $400 a ton.

"To put this in context, the highest price for maize that has ever been reached here in the United States is about $275 a ton," said Page. "This rural sociology premium to sustain smallholders is not an insignificant amount of money. How do we achieve fairness between the revenue received by the rural smallholder and the price borne by the urban consumer?"

State of disequilibrium - complacency to crisis

Today we are experiencing incredible price volatility where commodity prices are in a continuous state of disequilibrium. Very small changes in production have outsized impacts on price. This is in contrast to the last two and a half decades when the world operated with fairly robust stocks due to crop subsidies in the United States and Western Europe.

"This period of subsidization was when the western world probably did more harm to sub-Saharan Africa and South Asia than any other period in history," said Page. "We refused to allow price to signal to western farmers to produce less. As a result, the world price of grains fell far below the ability of any smallholder to compete. We then shipped those surpluses to developing countries, which then failed to invest in their agriculture for decades."

Today we are lurching from complacency to crisis. The ability of information and market speculation to be transmitted rapidly is affecting purchasing decisions of thousands to millions of consumers. Rising fuel prices, export restrictions, increasing demand for crops for biofuels, and unpredictable weather have all contributed to higher prices. Some of the drivers of price, however, are good things, such as the increase in per capita income and the capacity of more people to have a more dense and nutritious diet.

"Interestingly, the upside of the ethanol and biofuels program is that it brought prices back to a sufficiency that reinvigorated investment in agriculture," noted Page. "On one level I think a very good argument could be made that the biofuels program brought the world further from famine than it ever had been because of the price."

Critical food security factors

Page concluded by summarizing the elements that Cargill believes are critically important to increase food security. The first is the ability to understand the tradeoffs between a fast path to caloric sufficiency and the needs of rural sociology. Second, that crops be grown in the right soil, with the right technology, and relying on free trade so we can harvest competitive advantage to its fullest.

Another critical factor is rural property rights. Smallholders must have the ability to own the land, have access to it, and transfer it to future generations if you want a farmer to reinvest in his farm, said Page.

"Smallholders in developing countries need some degree of revenue certainty and access to a reliable market if we expect them to do what their countries really need them to do, which is raise productivity," explained Page. "Today they are often forced to sell at harvest, often below the cost of production, and lack the storage capabilities and capital to provide crops sufficiently and continuously."

Open, trust-based markets also play a key role in ensuring food security. Governments need to support trade. When Russia, Ukraine, and Argentina turned to embargos as a way to protect domestic food prices open markets were jeopardized and price volatility increased. Finally, there are very important roles for the world's governments in the creation of infrastructure that is vital to provide access to markets.

"I believe fully and completely in the world's capacity to harvest photosynthesis to feed every single person and to do it at prices that can be borne by all," concluded Page.

With 2011 already off to such a wet start in many parts of the world, concerns of what flooding will do to food prices and availability in the coming months are starting to creep into the news. In Sri Lanka, flooding has devastated rice crops, and in North Dakota, heavy rain and snow is already threatening the spring wheat crop. And all this after last summer's Russian drought and heat wave helped drive global wheat prices higher.

But while farmers have always had to contend with the vagaries of the weather, a question of increasing importance is how agriculture will be affected by the climate changes projected to occur over the next century. Many scientists are studying which regions of the world may be impacted the most by increasing temperatures and changing precipitation regimes, and what is bound to happen to the supplies of the world's biggest cash crops, like wheat, corn, rice and soybeans.

A new report, The Food Gap, was released last week from the Universal Ecological Fund, and it has muddied the waters even further. The report reviews how global climate change will affect the fate of crop yields and food prices in 2020. Unfortunately, the report actually misinterpreted the connection between atmospheric concentrations of greenhouse gases like carbon dioxide (CO2) and expected global temperature increases - despite the fact that recent reports from the U.N. Intergovernmental Panel on Climate Change and the National Academy of Sciences clearly identify the most current peer-reviewed understanding of this. The food study suggests that within 9 years, average global temperatures will be an average of 2.4°C warmer than during preindustrial times - or almost 1.5°C warmer than it was just last year.

This exceptionally high temperature projection is completely baseless, as NASA climate modeler Gavin Schmidt explained on the RealClimate blog - it's more likely that the planet will experience this kind of temperature change over 100 years, not merely one decade. Nevertheless, a number of news outlets published stories on the report's projections of how this dramatic climate change could impact the global food supply by 2020. Some publications posted corrections to their own stories, but I thought it would be helpful to take a step back and examine climate change and food security in 2020 and beyond. I spoke with Stanford University's David Lobell, who studies how climate change affects crop yields and food prices. He helped clarify what the current research says about climate change and food security.
