Extreme heat may deepen educational inequities for students around the world, according to new research coauthored by Patrick Behrer, a postdoctdoral scholar in Stanford's Center on Food Security and the Environment, Jisung Park at the UCLA Luskin Center for Innovation and Joshua Goodman at Boston University. 

"Heat seems to negatively impact all students but the effects appear to be much worse for more vulnerable students," Behrer said. "As a result, it seems likely that increasing heat exposure may exacerbate existing educational inequalities."

Published in the journal Nature Human Behaviour (link is external)the study analyzes standardized achievement data for more than 144 million 15- to 19-year-olds in 58 countries, as well as detailed weather and academic calendar information. The findings show that the rate of learning decreases with an increase in the number of hot school days.

“Temperature is a surprisingly disruptive factor for students — both for high-stakes test-taking and for learning over the longer term,” said Park, the study's lead author and an assistant professor in public policy and associate director of economic research at the UCLA Luskin Center for Innovation. Previous analyses (link is external) of U.S. data showed that high temperatures can diminish student performance on standardized exams. In addition, minority and low-income students who attend U.S. schools that lack air conditioning are particularly vulnerable to the negative effects of heat, the research found. The latest study measures the effects on a global scale, showing that “heat disrupts learning across a wide range of climates and levels of development,” Park said. The research underscores the importance of policies aimed at improving physical learning environments. More broadly, it demonstrates that the impact of climate change on personal development can add up over time, possibly putting a brake on national economic growth and individual economic mobility.

"Education is an extremely important component of economic growth so improving our understanding of how heat changes educational attainment is important for learning about how heat may impact economic development," Behrer said.

Join us for a talk with agricultural and development economist Christopher B. Barrett, this quarter’s visiting scholar with the Center on Food Security and the Environment. Barrett is the Stephen B. and Janice G. Ashley Professor of Applied Economics and Management and an International Professor of Agriculture with Cornell’s Dyson School of Applied Economics and Management.

Professor Barrett will discuss food systems advances over the past 50 years that have promoted unprecedented reduction globally in poverty and hunger, averted considerable deforestation, and broadly improved lives, livelihoods and environments in much of the world. He’ll share perspectives on the reasons why, despite those advances, those systems increasingly fail large communities in environmental, health, and increasingly in economic terms and appear ill-suited to cope with inevitable further changes in climate, incomes, and population over the coming 50 years. Barrett will explore the new generation of innovations underway that must overcome a host of scientific and socioeconomic obstacles.
 
Also a Professor of Economics in the Department of Economics, Barrett is co-editor in chief of the journal Food Policy, is a faculty fellow with David R. Atkinson Center for a Sustainable Future and serves as the director of the Stimulating Agriculture and Rural Transformation (StART) Initiative housed at the Cornell International Institute for Food, Agriculture and Development.

The economic costs of Indonesia’s 2015 forest fires are estimated to exceed US $16 billion, with more than 100,000 premature deaths. On several days the fires emitted more carbon dioxide than the entire United States economy. Here, we combine detailed geospatial data on fire and local climatic conditions with rich administrative data to assess the underlying causes of Indonesia’s forest fires at district and village scales. We find that El Niño events explain most of the year-on-year variation in fire. The creation of new districts increases fire and exacerbates the El Niño impacts on fire. We also find that regional economic growth has gone hand-in-hand with the use of fire in rural districts. We proceed with a 30,000-village case study of the 2015 fire season on Sumatra and Kalimantan and ask which villages, for a given level of spatial fire risk, are more likely to have fire. Villages more likely to burn tend to be more remote, to be considerably less developed, and to have a history of using fire for agriculture. Although central and district level policies and regional economic development have generally contributed to voracious environmental degradation, the close link between poverty and fire at the village level suggests that the current policy push for village development might offer opportunities to reverse this trend.

As the global population and people’s incomes rise, the demand for ocean-derived food will continue to grow. At the same time, hunger and malnutrition continues to be a challenge in many countries, particularly in rural or developing areas. Looking to the ocean as a source of protein produced using low-carbon methodologies will be critical for food security, nutrition and economic stability, especially in coastal countries where hunger and malnutrition are a challenge. Yet these advances in ocean production can only be achieved with a concurrent focus on addressing threats to ocean health, such as climate change and overfishing.

Understanding the determinants of agricultural productivity requires accurate measurement of crop output and yield. In smallholder production systems across low- and middle-income countries, crop yields have traditionally been assessed based on farmer-reported production and land areas in household/farm surveys, occasionally by objective crop cuts for a sub-section of a farmer’s plot, and rarely using full-plot harvests. In parallel, satellite data continue to improve in terms of spatial, temporal, and spectral resolution needed to discern performance on smallholder plots. This study evaluates ground- and satellite-based approaches to estimating crop yields and yield responsiveness to inputs, using data on maize from Eastern Uganda. Using unique, simultaneous ground data on yields based on farmer reporting, sub-plot crop cutting, and full-plot harvests across hundreds of smallholder plots, we document large discrepancies among the ground-based measures, particularly among yields based on farmer-reporting versus sub-plot or full-plot crop cutting. Compared to yield measures based on either farmer-reporting or sub-plot crop cutting, satellite-based yield measures explain as much or more variation in yields based on (gold-standard) full-plot crop cuts. Further, estimates of the association between maize yield and various production factors (e.g., fertilizer, soil quality) are similar across crop cut- and satellite-based yield measures, with the use of the latter at times leading to more significant results due to larger sample sizes. Overall, the results suggest a substantial role for satellite-based yield estimation in measuring and understanding agricultural productivity in the developing world.

Join Stanford's Center on Food Security and the Environment for a lecture and reception with Dr. Junaid Ahmad, the World Bank Country Director for India.

Dr. Ahmad will look at the political economy of managing service delivery in India through the prism of water. The presentation will look at the water supply and sanitation sector and water resource management in the context of India’s federalism and urban and food policies. Ahmad argues that India’s transition to middle income will depend significantly on how water will be valued in India’s political economy.  

Junaid Ahmad, from Bangladesh, is currently the World Bank Country Director for India. Over the years, Mr. Ahmad has brought an exceptional track record of management and leadership in the areas of policy reform, service delivery and international partnerships, combining intellectual and analytical rigor with strategic operational focus. Mr. Ahmad’s work has covered urban finance and city management, infrastructure finance, water, service delivery in federal systems, and local government reform. Currently, he is responsible for managing the World Bank’s India portfolio.

Please join us for a conversation with United Nations World Food Programme Executive Director David Beasley, who will discuss "Challenges of 21st Century Humanitarian Response." The conversation will be moderated by his predecessor at the agency, Ertharin Cousin, a visiting fellow at the Center on Food Security and the Environment.

As Executive Director of the World Foods Programme (WFP), Mr. Beasley serves at the level of Under-Secretary-General of the United Nations and is a member of the organization's Senior Management Group under the leadership of Secretary-General António Guterres. At WFP, he is putting to use four decades of leadership and communications skills to mobilize more financial support and public awareness for the global fight against hunger. Under his leadership, WFP kept four countries from slipping into famine in 2017 and is moving beyond emergency food assistance, to advance longer term development that brings peace and stability to troubled regions. Before coming to WFP in April 2017, Beasley spent a decade working with high-profile leaders and on-the-ground programme managers in more than 100 countries, directing projects designed to foster peace, reconciliation and economic progress.

David Beasley was elected at the age of 21 to the South Carolina House of Representatives (1979-1992) and as Governor of South Carolina (1995-1999), one of the youngest in the state’s history.  He received a Profile in Courage Award in 2003 from the John F. Kennedy Library Foundation and is a 1999 Fellow of the Institute of Politics at Harvard University’s Kennedy School of Government. Born in 1957, he attended Clemson University and holds a B.A. from the University of South Carolina, as well as a J.D. from the University of South Carolina School of Law.

Professor Ertharin Cousin has been fighting to end global hunger for decades. As executive director of the World Food Programme from 2012 until 2017, she led the world’s largest humanitarian organization with 14,000 staff serving 80 million vulnerable people across 75 countries. As the US ambassador to the UN Agencies for Food and Agriculture, she served as the US representative for all food, agriculture, and nutrition related issues.

Prior to her global work, Cousin lead the domestic fight to end hunger. As chief operating officer at America’s Second Harvest (now Feeding America), she oversaw operations for a confederation of 200 food banks across America that served more than 50,000,000 meals per year.

Stanford School of Medicine Senior Communications Strategist Paul Costello will interview Professor Cousin about her experiences, unique pathway, and the way forward for ending the global hunger crisis.
