Stanford scientists found that the global economy is likely to benefit from ambitious global warming limits agreed to in the United Nations Paris Agreement.

Failing to meet climate mitigation goals laid out in the U.N. Paris Agreement could cost the global economy tens of trillions of dollars over the next century, according to new Stanford research. The study, published in Nature, is one of the first to quantify the economic benefits of limiting global warming to levels set in the accord.

The agreement commits 195 countries to the goal of holding this century’s average temperature to 2 degrees Celsius above levels in the pre-industrial era. It also includes an aspirational goal of pursuing an even more stringent target of limiting temperature rise to 1.5 degrees. To date, the economic benefits of achieving these temperature targets have not been well understood.

 “Over the past century we have already experienced a 1-degree increase in global temperature, so achieving the ambitious targets laid out in the Paris Agreement will not be easy or cheap. We need a clear understanding of how much economic benefit we’re going to get from meeting these different targets,” said Marshall Burke, assistant professor of Earth system science in the School of Earth, Energy & Environmental Sciencesand lead author of the study.

To develop this understanding, a team of Stanford researchers studied how economic performance over the past half-century correlated with changes in temperature around the world. Then, using climate model projections of how temperatures could change in the future, they calculated how overall economic output is likely to change as temperatures warm to different levels.

The researchers found a large majority of countries – containing close to 90 percent of the world’s population – benefit economically from limiting global warming to 1.5 degrees instead of 2 degrees. This includes the United States, China and Japan – the three largest economies in the world. It is also true in some of the world’s poorest regions, where even small reductions in future warming generate a notable increase in per capita gross domestic product.

“The countries likely to benefit the most are already relatively hot today,” said Burke. “The historical record tells us that additional warming will be very harmful to these countries’ economies, and so even small reductions in future warming could have large benefits for most countries.”

The projected costs from higher temperatures come from factors such as increases in spending to deal with extreme events, lower agricultural productivity and worse health, the scientists said.

Previous research has shown that the actual climate commitments each country has made as part of the Paris Agreement add up to close to 3 degrees of global warming, instead of the 1.5–2 degrees warming goals.

Given this discrepancy, the researchers also calculated the economic consequences of countries meeting their individual Paris commitments, but failing to meet the overall global warming goals of 1.5–2 degrees. They found that failing to achieve the 1.5–2 degrees goals is likely to substantially reduce global economic growth.

“It is clear from our analysis that achieving the more ambitious Paris goals is highly likely to benefit most countries – and the global economy overall – by avoiding more severe economic damages,” said Noah Diffenbaugh, professor of Earth system science and paper co-author.

The authors note the study may underestimate the total costs of higher levels of global warming. That’s especially true if catastrophic changes such as rapid melting of the ice on Greenland or Antarctica come to pass, or if extreme weather events such as heatwaves and floods intensify well beyond the range seen in historical observations. A recent studyby Diffenbaugh and his colleagues showed that even with reduced levels of global warming, unprecedented extreme events are likely to become more prevalent.

The new research helps shed light on the overall economic value of the Paris Agreement, as well as on the Trump administration’s decision to withdraw the U.S. from the accord because of concerns that it is too costly to the U.S. economy. The researchers calculated that the overall global benefits of keeping future temperature increases to 1.5 degrees are likely in the tens of trillions of dollars, with substantial likely benefits in the U.S. as well. They note that these benefits are more than 30 times greater than the most recent estimates of what it will cost to achieve the more ambitious 1.5 degrees goal.

“For most countries in the world, including the U.S., we find strong evidence that the benefits of achieving the ambitious Paris targets are likely to vastly outweigh the costs,” said Burke.

Burke is also a fellow at the Center on Food Security and the Environment, the Stanford Woods Institute for the Environmentand the Freeman Spogli Institute for International Studies. Diffenbaugh is also the Kara J Foundation Professor, the Kimmelman Family Senior Fellow in the Stanford Woods Institute for the Environment and an affiliate of the Precourt Institute for Energy. Additional co-authors include W. Matt Davis, a former researcher at the Center on Food Security and the Environment. The research was supported by the Erol Foundation.

Traveling from Hawaiian papaya groves, to banana farms in Uganda to the cornfields of Iowa, the film, narrated by esteemed science communicator Neil deGrasse Tyson, wrestles with the emotions and the science driving one of the most heated arguments of our time.

In the GMO debate, both pro and anti camps claim science is on their side. Who’s right? FOOD EVOLUTION shows how easily misinformation, confusion and fear can overwhelm objective analysis. How do we ensure that our food supply is safe, and that everyone has enough to eat? How do we feed the world while also protecting the planet? Ending world hunger is a universal goal, yet progress and social awareness of the issue waxes and wanes in the course of broader political and economic developments. The massive famine in China under Chairman Mao’s 1958–62 Great Leap Forward, a succession of severe droughts and associated famines in India in 1965–66, and the political violence that accompanied regime change in Indonesia in 1964–67 left tens of millions of people starving and drew global attention to the threat of food insecurity. What emerged from these events was an international commitment to agricultural technology transfers, water resource development, and foreign assistance – partly in the spirit of humanitarian goodwill and partly in pursuit of long-term geopolitical and economic interests revolving around the Cold War. Whatever the motivation, the outcome over the ensuing decades was more than a doubling of staple cereal yields in Asia, and a steady decline in real (inflation-adjusted) cereal prices.

Despite these gains, a second, quite different, rallying cry for food security resounded in 2007–8 as international grain prices spiked, food riots erupted in numerous cities throughout the developing world, and the global economy headed into a deep recession. Several factors sparked this crisis, but unlike the earlier periods of dire food shortages, the root causes included unwieldy financial markets and escalating demands for food, animal feeds, and fuel (including biofuels) in a globalized economy. This episode prompted new analyses of the connection between global commodity markets and food security, the political-economy foundations of agricultural development, and the differential impacts of food prices on net producers and net consumers. In the five-year period from 2007 to 2012, international cereal prices were highly unstable, varying by as much as 300 percent.

Today, international agricultural markets have settled at relatively low prices, but civil conflicts, extreme climate events, and other natural disasters are blocking the path toward ending hunger. In February 2017, the United Nations declared a famine in South Sudan, as war and economic collapse ravaged the newly independent nation. Although the famine officially ended in mid-2017, food emergencies and severe undernourishment still threaten tens of millions of people in South Sudan, Yemen, Nigeria, Somalia, and Syria, due to a combination of civil conflict, prolonged droughts, and occasional floods. On the surface, it seems incomprehensible that there could be such difficulty in addressing these looming famines at a time when global cereal production and stocks are at historical highs. But the problem is not a matter of food supply; the problem is war.

Food retailers and manufacturers are increasingly committing to address agricultural sustainability issues in their supply chains. In place of using established eco-certifications, many companies define their own supply chain sustainability standards. Scholars remain divided on whether we should expect such company-led programs to affect change. We use a major food retailer as a critical case to evaluate the effectiveness of a company-led supply chain standard in improving environmental farm management practices. We find that the company-led standard increases the adoption of most environmental best management practices among the company's fruit, vegetable and flower growers in South Africa. This result is robust across two identification strategies: a panel analysis of over 950 farm audits and a cross-sectional matching analysis using original survey data. In-depth interviews suggest that the program's unique focus on capacity building through audit visits by highly trained staff, coupled with a close business relationship between the retailer and their growers help to explain the increased effectiveness of the program as compared to other private environmental standards. Contrary to the argument that company-led initiatives are mere window dressing, this study provides a critical example of the positive role private governance mechanisms can play in improving environmental farm management practices globally.

Food security experts identify government support, policy implementation, private sector engagement and investment in smallholder farmers as keys to Africa’s agricultural future.

Food security experts from the Alliance for a Green Revolution in Africa (AGRA) gathered to discuss transforming food production in Africa at Stanford on Nov. 29. The symposium, hosted by the Center on Food Security and the Environment (FSE) examined the challenges, strategies, and possible solutions for catalyzing and sustaining an inclusive agriculture transformation in Africa. 

Moderator Ertharin Cousin, FSE visiting fellow and previous World Food Programme director with more than 25 years of experience on hunger, food, and resilience strategies, launched the panel by outlining Africa’s plight. “Today some 100 million of the farmers across Sub-Saharan Africa farm less than 2 hectares of land. Some 80 percent of those living in rural areas are poor. More than 30 percent of the rural population is chronically hungry and 35 percent of the under-five-year-olds are stunted. By 2050, the bulk of the world's population growth will take place on the continent. In fact, some project that 1.3 billion will be added to the continent, and Nigeria’s [population] will grow larger than the size of the United States between now and 2050,” Cousin said

.

While Africa continues to experience the highest occurrence of food insecurity worldwide, the continent also contains over 60 percent of the worlds uncultivated but fertile land. AGRA formed in 2006 to fulfill the vision that Africa can feed itself and the world. Panelists included Agnes Kalibata, AGRA President and former Minister of Agriculture and Animal Resources of Rwanda; Kanayo F. Nwanze, AGRA board member and immediate past president of the International Fund for Agricultural Development; Usha Barwale Zehr, AGRA board member and Director and Chief Technology Officer of Maharashtra Hybrid Seeds Company Private Limited; and Rajiv Shah, AGRA board member, Rockefeller Foundation President and former Administer of USAID.

Kanayo F. Nwanze stressed the importance of agricultural transformation for Africa’s future. “No country in the world ever transformed itself without going through an agrarian change. No country. Europe, 17th; Japan, 18th century; 19th century was the US, your country; China, 20th century. Why should they be different from Africa? So, first and foremost, we have to have total agricultural transformation,” Nwanze said.

AGRA president, Agnes Kalibata, also spoke to the need for policy implementation and government support in helping drive change. “AGRA as an institution can only do so much. But these governments have the potential and the capacity to reach every corner of their countries. The problem is they are challenged by capacity to do that, by capacity to design proper programs, and by capacity to implement these programs,” Kalibata said.

Expanding on governments' ability to impact and drive change, Usha Barwale Zehr highlighted Asia’s success, specifically with strategic partnerships. “…we've done a lot of talking about public/private partnership. Not so much on the ground on implementing it in a manner, which happened in Asia, for instance, where there was policy, and, most importantly, government will. The government was willing to do whatever it took to make sure that agriculture was transformed at the end of it,” Zehr said.

Beyond government and policy support the panelists also addressed the need for innovation and access to seed technologies. “Why is it that the African farmer and the Indian farmer should not have access to what the American farmer has access to today and reaps benefit from it? …So it's the hybrids, the varieties, the GM technology. Tomorrow it'll be the gene-edited products. And after that we will talk about the satellite-based imaging data that we will use for developing drought-tolerant crops for that very, very small micro environment that existed in the one district in Nigeria,” Zehr said.

"By 2050, who is going to feed Africa? … It's the youth of today. But they're not going to be using the same technologies that exist today. Just think of what IT can do, aggregation, organization of farmer's groups. So, the elements are there. I see the agriculture of tomorrow meeting the challenge – for Africa meeting that challenge is Africa being at the forefront of feeding the world. Africa has to be able to feed itself first. And we have all the opportunities there,” Nwanze said.

Oil palm production expanded 1.2 million hectares in sub-Saharan Africa since 1990, with expansion accelerating in several heavily forested countries since 2000. Despite a narrative of expansion driven by multinational corporations, we provide evidence of a dynamic non-industrial oil palm production sector linked to a burgeoning informal milling enterprise. Surveys were conducted with oil palm farmers in Cameroon (n = 546), the third largest palm oil producer on the continent with the greatest amount of deforestation due to recent expansion, to determine who is expanding into forest. Seventy-three percent of survey respondents reported clearing forest, the magnitude of which was explained by differences in milling strategies and supply chain integration. Large-scale, non-industrial producers played a disproportionate role in deforestation, many of which were engaged in informal supply chains through the use of non-industrial mills. Farms associated with more clearing tended to use high-yielding seedlings. Even the highest yielding farms, however, averaged only 7.7 tons fresh fruit bunches (FFBs) ha−1 yr−1, well below the potential 20 tons FFBs ha−1 yr−1 yield for Cameroon. We also found a strong relationship between deforestation and land claims. Most farms claimed ownership of their land, although only 5% had official land titles. Conservation challenges in the region arise from land tenure laws that incentivize forest clearing. This study sheds light on the role of informal supply chains in deforestation and highlights the need for strict implementation and enforcement of land use zoning policies.

Stanford welcomes Cousin, a global hunger expert, to the Center on Food Security and the Environment.

The Freeman Spogli Institute for International Studies (FSI) at Stanford University is pleased to announce that former U.S. Ambassador and World Food Programme (WFP) Director Ertharin Cousin will serve as this year’s Frank E. and Arthur W. Payne Distinguished Lecturer and Visiting Fellow at the Center on Food Security and the Environment (FSE).  

Cousin brings over 25 years of experience addressing hunger and food security strategies on both a national and international scale. As U.S. Ambassador to the United Nations Agencies for Food and Agriculture, she focused on advocating for longer-term solutions to food insecurity and hunger, and at WFP she addressed the challenges of food insecurity in conflict situations.

“Dr. Cousin’s outstanding leadership at the WFP and extensive experience in public service exemplifies the attributes we seek for Payne Lecturers,” says FSI Director Michael McFaul. The Payne Distinguished Lectureship is awarded to scholars with international reputations as leaders, with an emphasis on visionary thinking, practical problem solving, and the capacity to clearly articulate an important perspective on the global political and social situation. Past Payne Lecturers include Bill Gates, Nobel Laureate Mohamed El Baradei, UNAIDS Executive Director Peter Piot, and novelist Ian McEwan.

As a visiting fellow with FSE, Cousin will be working to further her research focus on global food security and humanitarian efforts. In November 2015, FSE welcomed Cousin as the featured speaker in their Food and Nutrition Symposium series, where she presented her paper “Achieving food security and nutrition for the furthest behind in an era of conflict and climate change.” FSE Director, Roz Naylor, sees Cousin’s appointment as a pivotal opportunity for FSE and FSI to advance a global agenda on food security and human rights. “Ertharin Cousin is one of the most inspirational leaders we could ever hope to attract to Stanford as a year-long visitor,” Naylor says.

“This is a truly humbling, yet exciting prospect,” says Cousin. “This position provides an opportunity for scholarly work and dialogue with distinguished academics across Stanford's schools and policy institutes.  I also look forward to the opportunity to convene thought leaders from a broad variety of backgrounds, who can help us explore some of the intractable issues plaguing humanitarian and development practitioners today.”

Following the completion of her term with the WFP, Cousin accepted an appointment as a Distinguished Fellow with The Chicago Council on Global Affairs, which conducts research on food and agriculture, global cities, economics, energy, immigration, security, public opinion, and water. Cousin hopes her appointments can provide a unique collaborative opportunity to expand her work on food security and nutrition issues.

“In my career I have never before been given the opportunity of pursuing intellectual inspiration. Just thinking about the ‘what’s possible’ gives me genuine pleasure,” Cousin said.

Since the 1960s, India’s groundwater irrigation has increased dramatically, playing an important role in its economy and people’s lives — supporting livelihoods of over 26 crore farmers and agricultural labourers who grow over a third of India’s foodgrains. These benefits, however, have come at the cost of increased pressure on groundwater reserves. 

India is the world’s largest user of groundwater and, since the 1980s, its groundwater levels have been dropping. The severity of the problem is particularly acute in the northwest, where levels have plunged from 8m below ground to 16m, so that water needs to be pumped from even greater depths. Worse yet, much of this is non-renewable since recharge rates are less than extraction rates and replenishing this resource can take thousands of years. 

This won’t last 

Using up such “fossil” groundwater is unsustainable. Moreover, the future of monsoon rainfall remains uncertain; while some climate models predict an increase, others forecast a weakening monsoon, although changes in monsoon variability are already underway and will continue into the future. Historical records show the number of dry spells and the intensity of wet spells have risen over the past 50 years. As climate change alters the monsoon, the large stresses on India’s groundwater resources may increase.

Her research interests lie in understanding the evolving impacts of climate change on society, and implications for water resource management, agricultural productivity, migration, and health.

 

She graduated with a PhD in Environmental Economics and Demography from Pennsylvania State University.
