In the first decade of the 21st century, global production of ethanol and biodiesel increased nearly tenfold. If that trend continues, says Rosamond L. Naylor, director of Stanford University’s Center on Food Security and the Environment, national biofuels policies will have an increasingly powerful impact on food prices, food security, energy security, and rural incomes in the developing world.

During a two-hour symposium held on the Stanford campus last Wednesday, Naylor addressed the role of biofuels in global food price volatility and the implications of biofuels development in rural Africa and Asia. Although she acknowledged that global income and population growth have contributed to increased demand for biofuels, she also emphasized “the unbelievable dominance of policy” in driving current trends.

“The main part of this that I think is so significant is the use of mandates,” Naylor said. “Policies such as the United States’ Renewable Fuels Standard (RFS), which sets a national target of using 15 billion gallons of corn-based ethanol per year by 2015, have reshaped price and supply dynamics in both food and fuel markets. “

“When you think about the fact that the US provides half of the world’s corn…the fact that we’re using so much in our gas tanks, biofuels really is changing the nature of global markets,” Naylor said. Policies that fix demand for corn from the ethanol market, she explained, have a destabilizing effect on corn prices, especially in the face of supply shortages.

“When you have mandates you have a quantity that you’re absolutely insisting you use, regardless of the price,” she said. “That inelastic demand leads to more volatile prices with supply shocks.”

Because of the substitutability of basic food commodities, Naylor said, price volatility in the corn market has far-reaching consequences. “Prices of corn ripple through all of the world food economy markets…it affects the demand and supply of wheat and rice and soy, and other things,” she explained. And for poor households in the developing world, she said, “it has big income effects…when you’re spending 70 to 80 percent of your budget on food, you’re going to be hurt the most.”

However, Naylor also noted that biofuel mandates in the developed world could provide valuable market opportunities for developing-country farmers.

In rural Africa and Asia, she said, farmers “see the US having a big mandate, EU having a big mandate, and they think, can they supply into that mandated need?”

For now, it seems, the answer is “maybe.” In Africa, for example, efforts are underway to increase the use of jatropha – an inedible, drought-resistant shrub – as a biofuel feedstock. But Naylor said that low yields and high labor costs are likely to severely limit the economic returns from jatropha-based biofuels.

And in marginal growing conditions, the use of more conventional feedstocks is often restricted by resource availability. In India, for example, where almost all sugarcane is grown under irrigated conditions, expansion of sugarcane area to supply the ethanol market could lead to water shortages. Even if these countries can make large-scale biofuel production economically viable, the benefits to poor farmers could vary widely depending on the structure of the market.

“The implications of biofuel development are going to be quite different,” Naylor said, “depending on the organization of the value chain.”

Dr. Siwa Msangi, a Senior Research Fellow with the International Food Policy Research Institute, agreed. In comments following Naylor’s presentation, Msangi said biofuel development contributes most effectively to rural income growth “when you can have vertical integration…people all along the value chain have to be making money.”

Msangi also noted that commodity price increases, including those driven by ethanol mandates, could benefit small farmers if they are controlled and predictable. “Sharp, fast, sudden price rises – those are the ones that are bad for consumers,” he explained. But prices rises “can be positive…especially if those price rises can be gradual and sustained over time, because that gives people the opportunity to mobilize resources to make use of higher returns.” For example, small farmers at the local or national level can increase their production of crops in high demand for biofuel production.

The emerging connections between agriculture and energy markets are complex, Msangi said, but can be advantageous if handled carefully. “If there are good opportunities for agribusiness, I think there’s a case for taking them,” he said, “but also for being aware of the context and all the issues.”

Rosamond L. Naylor, director of the Center on Food Security and the Environment, will join demographers, authors, activists, economists, and scientists for a daylong symposium on population at the Moving Mountains Symposium in Telluride May 25. During the daylong symposium speakers will touch on subjects like water tables, food security, women's education, immigration, and human longevity in the context of population growth.

FSE director Roz Naylor will address the challenges of feeding the growing world. According to Naylor, humans are already pushing against the limits of high yield agriculture, fisheries and habitat displacement for farming to feed a population that is trending toward a more carnivorous, and therefore higher impact, diet.

“Part of the focus is: How do we meet future demands of so many people on the planet? Another important question is, if we are successful, does it just promote and enable population growth?” she said, or does it set the stage for a population to level out.

Feeding the world goes back to agriculture and food production but also biofuels, and it will require new technologies and interdisciplinary collaboration, Naylor said.

Other participants include Stanford's Paul Ehrlich, author of “The Population Bomb” and long-time leading voice on the population issue, who will talk about what will happen when the population bomb explodes.

For most scholars the concept of security encompasses issues of state legitimacy, economic and political sovereignty, and protection from military, nuclear, or terrorist assault. Yet billions of people, particularly in the developing world, face more severe, individual security threats on a daily basis, such as inadequate nutrition, disease burdens, lack of potable water, and risks of sexual assault or human trafficking. Such human security concerns can become national security issues when citizens rise up against their governments or threaten to rebel. Human security issues can also emerge as international security threats—those that create conflict or galvanize cooperation among governments—with escalating income and resource inequities between countries. Stanford University has a strong tradition of scholarship in conventional areas of national and international security, as well as in the areas of global food security and health policy. On November 10, 2011, Stanford’s Freeman Spogli Institute for International Studies (FSI) held a major conference to integrate these areas of scholarship, and to launch the Center on Food Security and the Environment (FSE) as a major thrust of its international research and teaching agenda.

New research led by Carnegie's Julia Pongratz, and supported by FSE center fellow David Lobell, examines the potential effects that geoengineering the climate could have on global food production. The team concludes that sunshade geoengineering would be more likely to improve rather than threaten food security. Their work was published online by Nature Climate Change on January 22.

A new study out of Stanford University finds extreme temperatures are cutting wheat yields by 20 to as much as 50 percent, a finding worse than previously estimated. FSE center fellow David Lobell and his colleagues used nine years of satellite measurements of wheat growth in northern India's breadbasket, the Indo-Gangetic Plains, to analyze rates of wheat ageing after exposure to temperatures higher than 34 degrees Celsius. 

Extreme heat beyond the plant's tolerance zone damages photosynthetic cells. This causes wheat to age faster, reducing the length of the growing season and the amount and size of the wheat grains. The team's crop models found that a two degree increase in temperatures would reduce the growing season by nine days, yielding 20 percent less wheat.

As the world's second-biggest crop, lost wheat yields may become a major threat to global food security. Especially given the projection that global yields need to rise 50 percent by 2050 to feed a growing, more affluent population. The results imply that warming presents an even greater challenge to wheat than previous studies estimated, and that the effectiveness of adaptations will depend on how well they reduce crop sensitivity to very hot days, particularly in areas of the world such as India already experiencing warming conditions.

The demand for food, feed and fuel will continue to rise as the world population grows and becomes more affluent. Meeting this demand will be especially challenging because of global warming, say climate experts, and the impacts of climate variability could make food markets even more volatile, adds Rosamond L. Naylor, professor of environmental Earth system science at Stanford University.

Naylor led a symposium on the compound effects of climate change and climate variability on food security at the annual meeting of the American Association for the Advancement of Science (AAAS) February 17th.

The symposium focused on two examples of climate variability: changes in growing-season temperature extremes beyond the range observed in the historical record, and changes in the El Niño–Southern Oscillation (ENSO) phenomenon – the most energetic form of year-to-year climate variability known.

Panelist David S. Battisti, professor of atmospheric sciences at the University of Washington, addressed key challenges in assessing the impact of extreme temperatures in coming decades. According to Battisti, global warming models forcast that temperature variability will increase as the average temperature warms, greatly compounding the likelihood of extreme heat and droughts. Unfortunately, these models typically have too much temperature variability in their simulations of present-day climate, he said. Battisti's talk focused on the cause of these modeling biases and their impact on climate forecasting.

Panelist Daniel J. Vimont, associate professor of atmospheric and oceanic sciences at the University of Wisconsin-Madison, discussed the impacts of El Niño in a warmer world. ENSO impacts can be severe in regions in and surrounding the tropical Pacific, and can extend around the globe, he said. ENSO variability – its return period and intensity – are very sensitive to changes in mean conditions in the tropical Pacific, he added, but these conditions are notoriously difficult to simulate using the present generation of global climate models. Vimont presented results from the linear ocean atmosphere model (LOAM), a new scientific tool for estimating global warming's impact on ENSO variability.

Naylor addressed the impacts of climate on global markets for major staple commodities, which are already under pressure from increased population-, income-, and energy-driven demands. She outlined the potential effects of climate variability on regional trade patterns, price volatility, policy responses and human welfare.

FSE director Roz Naylor participated in the lead plenary session integrating climate, energy, food, water, and health at the 12th National Conference on Science, Policy and the Environment. The theme of this year's conference was Environment and Security, and included keynote talks delivered by Amory Lovins and Thomas Freedman.

While many of us here in the US wake up concerned about political, economic, and military unrest at home and abroad, billions still wake up with more basic, human security concerns, opened FSE director Rosamond L. Naylor in a plenary connecting climate, energy, food, water, and health.

Are we going to have enough to eat today? How am I going to feed my family or care for family members struggling with HIV/AIDS and other infectious diesease? Is there enough water to drink, bathe, and still water my crops?

Naylor emphasized the need to bring these human security issues back into the forefront of our global conscious. While these are 'humanitarian needs at the core', they are also related to national and international security.

"When people are desperate enough, and we've seen this particularly with the food price spike in recent years, they take to the streets, and sometimes when they take to the streets they realize they are disgruntled about a number of things in addition to food prices," said Naylor.

The Arab Spring and wave of rebellions throughout the Middle East last year demonstrate the connections between food security, unmet basic needs, and national security. It has been a chaotic time for world food markets, said Naylor.

Naylor's global statistics are discouraging. Over a billion people still suffer from chronic hunger and malnutrition, 1/5 don't have physical access to water, and roughly 1.6 billion are facing economic water constraints (do not have the economic resources to access available water). Food and water insecurity are exacerbating the incidence and transmission of infectious disease.

At a time when investment is sorely needed, the Hill has been making dramatic cutbacks in foreign assistance and foreign investment is falling short. Efforts made by the private sector, philanthropy, and civil society, while valuable, remain siloed. Opportunties are being missed by not addressing the interrelated nature of food and health issues.

Despite this dire outlook, Naylor offered solutions to help us rethink our development strategy.

  1. Invest in more diversified and nutritious crops that have more climate adaptation potential.
  2. Consider new irrigation strategies, particularly in areas like Africa where 96% of the continent is still not irrigated. Not large dams, but small, distributed irrigation systems that rely on solar and wind.
  3. Integrate food and health programs and the way we think about domestic and productive water uses.

Naylor was joined on the panel by Jeff Seabright (Vice President, The Coca-Cola Company), Daniel Gerstein (Deputy Under Secretary for Science and Technology, U.S. Department of Homeland Security), and Geoff Dabelko (Woodrow Wilson International Center for Scholars).
