Rosamond (Roz) Naylor has been named the first holder of the new William Wrigley Professorship in the School of Earth Sciences. Since 2006 Naylor has directed the Center on Food Security and the Environment, within the Freeman Spogli Institute for International Studies and the Stanford Woods Institute for the Environment. She is also associate professor, by courtesy, of Economics at Stanford.

"Professorships are the best way to recognize faculty for their superior leadership and commitment to research, teaching, service to the university and service to humanity," said Pamela Matson, dean of the School of Earth Sciences at Stanford. "Roz epitomizes these qualities - she is incredibly fitting as the inaugural holder of the William Wrigley Professorship."

Walter Falcon, professor (emeritus) of economics at Stanford and a longtime research collaborator of Naylor's, added: “All of Roz’s colleagues are delighted at her selection. She has long been a thought leader on food security issues, she has limitless energy, and she has an extraordinary capacity for bringing scholars together at Stanford and beyond.”

The new William Wrigley Professorship is supported by Mrs. Julie Ann Wrigley, AB '71 (Anthropology) and Ms. Alison Wrigley Rusack, AB '80 (Communication).

Naylor's research focuses on economic and biophysical dimensions of food security, and the environmental impacts of crop and animal production.  She has been involved in many field-level research projects around the world and has published widely on issues related to intensive crop productionaquaculture and livestock systemsbiofuelsclimate changefood price volatility, and food policy analysis. At Stanford, Naylor teaches courses on the World Food Economy, Human-Environment Interactions, and Sustainable Agriculture. 

Naylor currently serves on the Scientific Advisory Board for the Beijer Institute in Stockholm, is a Science Advisor for United Nation’s Secretary General Ban Ki-Moon’s initiative on Sustainable Development (Sustainable Agriculture section), and trustee of The Nature Conservancy California Chapter. Additionally, she serves on the editorial board of the journals Global Food Security and Journal on Food Security. Naylor received her B.A. in Economics and Environmental Studies from the University of Colorado, her M.Sc. in Economics from the London School of Economics, and her Ph.D. in applied economics from Stanford University.

In a recent speech, Stanford professor Rosamond Naylor examined the wide range of challenges contributing to global food insecurity, which Naylor defined as a lack of plentiful, nutritious and affordable food. Naylor's lecture, titled "Feeding the World in the 21st Century," was part of the quarterly Earth Matters series sponsored by Stanford Continuing Studies and the Stanford School of Earth Sciences. Naylor, a professor of Environmental Earth System Science and director of the Center on Food Security and the Environment at Stanford, is also a professor (by courtesy) of Economics, and the William Wrigley Senior Fellow at the Freeman Spogli Institute for International Studies and the Stanford Woods Institute for the Environment.

"One billion people go to bed day in and day out with chronic hunger," said Naylor. The problem of food insecurity, she explained, goes far beyond food supply. "We produce enough calories, just with cereal crops alone, to feed everyone on the planet," she said. Rather, food insecurity arises from a complex and interactive set of factors including poverty, malnutrition, disease, conflict, poor governance and volatile prices. Food supply depends on limited natural resources including water and energy, and food accessibility depends on government policies about land rights, biofuels, and food subsidies. Often, said Naylor, food policies in one country can impact food security in other parts of the world. Solutions to global hunger must account for this complexity, and for the "evolving" nature of food security.

As an example of this evolution, Naylor pointed to the success of China and India in reducing hunger rates from 70 percent to 15 percent within a single generation. Economic growth was key, as was the "Green Revolution," a series of advances in plant breeding, irrigation and agricultural technology that led to a doubling of global cereal crop production between 1970 and 2010. But Naylor warned that the success of the Green Revolution can lead to complacency about present-day food security challenges. China, for example, sharply reduced hunger as it underwent rapid economic growth, but now faces what Naylor described as a "second food security challenge" of micronutrient deficiency. Anemia, which is caused by a lack of dietary iron and which Naylor said is common in many rural areas of China, can permanently damage children's cognitive development and school performance, and eventually impede a country’s economic growth.

Hunger knows no boundaries

Although hunger is more prevalent in the developing world, food insecurity knows no geographic boundaries, said Naylor. Every country, including wealthy economies like the United States, struggles with problems of food availability, access, and nutrition. "Rather than think of this as 'their problem' that we don't need to deal with, really it's our problem too," Naylor said.

She pointed out that one in five children in the United States is chronically hungry, and 50 million Americans receive government food assistance. Many more millions go to soup kitchens every night, she added. "We are in a precarious position with our own food security, with big implications for public health and educational attainment," Naylor said. A major paradox of the United States' food security challenge is that hunger increasingly coexists with obesity. For the poorest Americans, cheap food offers abundant calories but low nutritional value. To improve the health and food security of millions of Americans, "linking policy in a way that can enhance the incomes of the poorest is really important, and it's the hard part,” she said.” It's not easy to fix the inequality issue."

Success stories

When asked whether there were any "easy" decisions that the global community can agree to, Naylor responded, "What we need to do for a lot of these issues is pretty clear, but how we get after it is not always agreed upon." She added, "But I think we've seen quite a few success stories," including the growing research on climate resilient crops, new scientific tools such as plant genetics, improved modeling techniques for water and irrigation systems, and better knowledge about how to use fertilizer more efficiently. She also said that the growing body of agriculture-focused climate research was encouraging, and that Stanford is a leader on this front.

Naylor is the editor and co-author of The Evolving Sphere of Food Security, a new book from Oxford University Press. The book features a team of 19 faculty authors from 5 Stanford schools including Earth science, economics, law, engineering, medicine, political science, international relations, and biology. The all-Stanford lineup was intentional, Naylor said, because the university is committed to interdisciplinary research that addresses complex global issues like food security, and because "agriculture is incredibly dominated by policy, and Stanford has a long history of dealing with some of these policy elements. This is the glue that enables us to answer really challenging questions."

Aquaculture is the fastest growing food sector and continues to expand alongside terrestrial crop and livestock production. Using portfolio theory as a conceptual framework, we explore how current interconnections between the aquaculture, crop, livestock, and fisheries sectors act as an impediment to, or an opportunity for, enhanced resilience in the global food system given increased resource scarcity and climate change. Aquaculture can potentially enhance resilience through improved resource use efficiencies and increased diversification of farmed species, locales of production, and feeding strategies. However, aquaculture’s reliance on terrestrial crops and wild fish for feeds, its dependence on freshwater and land for culture sites, and its broad array of environmental impacts diminishes its ability to add resilience. Feeds for livestock and farmed fish that are fed rely largely on the same crops, although the fraction destined for aquaculture is presently small (!4%). As demand for high-value fed aquaculture products grows, competition for these crops will also rise, as will the demand for wild fish as feed inputs. Many of these crops and forage fish are also consumed directly by humans and provide essential nutrition for low-income households. Their rising use in aquafeeds has the potential to increase price levels and volatility, worsening food insecurity among the most vulnerable populations. Although the diversification of global food production systems that includes aquaculture offers promise for enhanced resilience, such promise will not be realized if government policies fail to provide adequate incentives for resource efficiency, equity, and environmental protection.

From May 13-15, the Center on Food Security and the Environment and the Lenfest Ocean Program welcomed leading Chinese and international scientists to the Stanford Center at Peking University in Beijing, to share research and insights on the role of ocean fisheries, aquaculture, and marine ecosystems for improving food security in China.

Given China’s demographic changes, evolving nutritional requirements, and dominant role in global fisheries, the key question of the symposium was whether marine ecosystems can be managed adequately to support the country’s future vision for domestic food security.

Nearly 30 participants from around the world shared research on the provision of wild fish for direct human consumption and for animal feeds. Participants also shared insights on China’s aquaculture sector, including the tradeoffs involved in using wild fish in aquaculture feed.

Rosamond Naylor is the William Wrigley Professor in Earth System Science, a Senior Fellow at Stanford Woods Institute and the Freeman Spogli Institute for International Studies, the founding Director at the Center on Food Security and the Environment, and Professor of Economics (by courtesy) at Stanford University. She received her B.A. in Economics and Environmental Studies from the University of Colorado, her M.Sc. in Economics from the London School of Economics, and her Ph.D. in applied economics from Stanford University. Her research focuses on policies and practices to improve global food security and protect the environment on land and at sea. She works with her students in many locations around the world. She has been involved in many field-level research projects around the world and has published widely on issues related to intensive crop production, aquaculture and livestock systems, biofuels, climate change, food price volatility, and food policy analysis. In addition to her many peer-reviewed papers, Naylor has published two books on her work: The Evolving Sphere of Food Security (Naylor, ed., 2014), and The Tropical Oil Crops Revolution: Food, Farmers, Fuels, and Forests (Byerlee, Falcon, and Naylor, 2017).

She is a Fellow of the Ecological Society of America, a Pew Marine Fellow, a Leopold Leadership Fellow, a Fellow of the Beijer Institute for Ecological Economics, a member of Sigma Xi, and the co-Chair of the Blue Food Assessment. Naylor serves as the President of the Board of Directors for Aspen Global Change Institute, is a member of the Scientific Advisory Committee for Oceana and is a member of the Forest Advisory Panel for Cargill. At Stanford, Naylor teaches courses on the World Food Economy, Human-Environment Interactions, and Food and Security.

Rosamond Naylor, director of the Center on Food Security and the Environment, delivered the keynote address to The University of Vermont's Food Systems Summit in Burlington, VT on June 17-18, 2014. Naylor is the editor of The Evolving Sphere of Food Security (forthcoming, Oxford University Press), the first book of its kind to engage thought leaders from across Stanford’s campus to explore the causes and symptoms of complex topic like global hunger. She will discuss the book's insights on the ways that food security is tied to security of many other kinds: energy, water, health, climate, the environment, and national security.

China dominates the global aquaculture industry, most clearly with its massive production and consumption of low trophic-level carp species and its rapidly rising output and exports of tilapia. Although these fish do not require a high percentage of fishmeal in their diets, their large production volumes contribute to China's leading role in global fishmeal consumption. The magnitude of China's dependence on fishmeal supplies – and hence the pressure it places on wild forage fisheries – remains a contentious issue. In this study, we use primary survey data from three provinces in China to examine the current use of aquafeeds in the carp and tilapia sectors and to assess how future demand for fishmeal will likely be affected by the country's shifting patterns of seafood consumption and production. Our results indicate that virtually all carp and tilapia farmers in our survey regions use manufactured feeds containing fishmeal and that median feed conversion ratios (FCRs) are in the range of 1.4 to 1.9. Feeds are poorly targeted on many farms due to widespread polyculture practices, especially the integration of higher-value species into carp ponds to improve farm-level profitability. Our study also suggests that government statistics underestimate household demand for fish by 20–35% because they do not account for out-of-home consumption. As China's demand for fish continues to rise in the future with per capita incomes and urbanization, the co-culture of high-valued species and the use of aquaculture feeds containing fishmeal are also expected to expand.

Ling Cao completed her Ph.D. in Natural Resources and Environment at the University of Michigan, Ann Arbor. Trained as an agronomist and environmental scientist, she has focused on interdisciplinary research at the interface between the sustainability of food and natural systems. Her dissertation research quantitatively assessed the sustainability of emerging shrimp farming systems and technologies, and in particular focused on applying these results to producers and consumers in China and US. In early 2018, Cao was selected as a recipient of the “National Thousand Talents Program for Distinguished Young Scholars,” an initiative of the Chinese government to attract high-level talent from overseas to work full-time in China. In addition, she was also selected as a fellow of the “Shanghai Thousand Talents Program” which aims to recruit top-talent who are leaders in their fields to help enhance Shanghai's future development and sustainable competitiveness. Cao currently works as an associate professor in the Institute of Oceanography at Shanghai Jiao Tung University and continues to work with Roz Naylor and colleagues on fisheries and aquaculture research.

Food insecurity remains a critical issue across much of sub-Saharan Africa. In certain parts of the region, fish is sometimes the most accessible or affordable source of animal protein. Yet many wild fish stocks are threatened or in decline, and Africa is the only continent in which per capita fish supply is decreasing. To ward off future supply shortfalls, regional governments are investing in their aquaculture (fish farming) sectors using a variety of policy tools, including fish feed subsidies.

The global demand for seafood is rising rapidly with a growing population consuming larger amounts of fish in their diets. Most of the additional demand for seafood is now met by aquaculture as global catches from wild fisheries have stagnated or decreased since the mid-1980s. 

Can the aquaculture sector avoid some of the large resource and environmental problems that have plagued the agricultural and livestock sectors during the past several decades? 

Aquaculture is now the fastest-growing animal food production sector and will soon supply more than half of the world's seafood. The industry can play a vital role in ensuring access to affordable seafood and in generating income from the sale of seafood in both developed and developing countries.

Although aquaculture has the potential to feed millions of people, some types of aquaculture production may severely degrade aquatic ecosystems, pose health risks to consumers, reduce incomes and employment in the capture fisheries sector, and diminish food resources for poor populations.

A study by FSE director Rosamond L. Naylor and Stanford Ph.D. student Dane Klinger explores potential solutions to the industry's range of resource and environmental problems. These include novel culture systems; alternative feed strategies; and species choices by stage of adoption, benefits, costs and constraints. The study also considers promising technologies and policies that could provide incentives for innovation and environmental improvement.

"Rethinking aquaculture production with an integrated mind-set is needed to tackle the simultaneous challenges of feed and energy demands, containment of wastes, pathogens, and escaped fish, land and water requirements, and consumer preferences," said Klinger. 

Environmental regulations, international standards, labeling, and information strategies can help provide incentives to producers to adopt improved technologies and management practices, but they need to be coordinated and promoted with care to prevent excessive costs to producers and confusion for consumers.

Katrina grew up in Nairobi, Kenya, and spent much of her youth camping on the East African savannah and exploring coral reefs in the Indian Ocean. She moved to the US at the age of eighteen, and holds a B.A. from Brown University in International Relations, an M.A. from the University of Washington in Marine Affairs, and a PhD in Environment and Resources from the Stanford Emmett Interdisciplinary Graduate Program in Environment and Resources.

Her professional experience includes several years in international development consulting in Washington DC, where she provided programmatic and technical support to USAID-funded fisheries and water management programs in South Asia and Sub-Saharan Africa. Working with the UN Food & Agriculture Organization's Bay of Bengal Large Marine Ecosystem Program, she reviewed the status of marine protected areas in eight South Asian countries (Maldives, Sri Lanka, India, Bangladesh, Myanmar, Thailand, Malaysia and Indonesia) and presented recommendations to senior government officials from each country on ways to improve marine resource management across borders. In the field of agriculture, she worked with a private drip irrigation and greenhouse company in Israel, and also co-founded and ran a farm with 200+ customers on the outskirts of Tel Aviv. Most recently, she traveled to Thailand, Indonesia and the Philippines to provide technical advice on the design of a marine fisheries traceability program meant to improve food security and the health of marine ecosystems. She is currently the Director of Sustainability for Victory Farms.
