FSI researchers consider international development from a variety of angles. They analyze ideas such as how public action and good governance are cornerstones of economic prosperity in Mexico and how investments in high school education will improve China’s economy.

They are looking at novel technological interventions to improve rural livelihoods, like the development implications of solar power-generated crop growing in Northern Benin.

FSI academics also assess which political processes yield better access to public services, particularly in developing countries. With a focus on health care, researchers have studied the political incentives to embrace UNICEF’s child survival efforts and how a well-run anti-alcohol policy in Russia affected mortality rates.

FSI’s work on international development also includes training the next generation of leaders through pre- and post-doctoral fellowships as well as the Draper Hills Summer Fellows Program.

Meeting the world’s need for food in the 21st century presents unprecedented challenges and opportunities. The global population is expected to grow toward 9 billion by 2050, and more families will live in middle-income countries and urban areas with expanding per capita consumption. At the same time, climate change and resource constraints will likely reduce crop and animal production in many locations, potentially creating greater disparities in incomes, food access, and nutrition around the world. Roz Naylor, a thought leader in global food security, will discuss the world’s future food dilemma and present a range of solutions focused on the diversification of food systems, improved input efficiencies, renewable energy use, new crop technologies, and policy adjustments. Her talk will demonstrate how food security, in its broadest form, is tied to security of many other kinds: energy, water, climate, health, the environment, and national security.

FSE director Roz Naylor’s research focuses on economic and biophysical dimensions of food security and environmental impacts of crop and animal production. Her extensive field research and published work span issues related to intensive crop production, aquaculture and livestock systems, biofuels, climate change, food price volatility, and food policy analysis. At Stanford, Naylor teaches courses on the world food economy, humanenvironment interactions, and sustainable agriculture.

Naylor's new book The Evolving Sphere of Food Security (Oxford University Press, September) brings together 19 Stanford scholars from across campus to explore the many faces and facets of global food security. Copies of the book will be available for purchase at the event.

The annual Earth Matters lecture series is jointly sponsored by Stanford Continuing Studies and the Stanford School of Earth Sciences.

Rosamond Naylor is the William Wrigley Professor in Earth System Science, a Senior Fellow at Stanford Woods Institute and the Freeman Spogli Institute for International Studies, the founding Director at the Center on Food Security and the Environment, and Professor of Economics (by courtesy) at Stanford University. She received her B.A. in Economics and Environmental Studies from the University of Colorado, her M.Sc. in Economics from the London School of Economics, and her Ph.D. in applied economics from Stanford University. Her research focuses on policies and practices to improve global food security and protect the environment on land and at sea. She works with her students in many locations around the world. She has been involved in many field-level research projects around the world and has published widely on issues related to intensive crop production, aquaculture and livestock systems, biofuels, climate change, food price volatility, and food policy analysis. In addition to her many peer-reviewed papers, Naylor has published two books on her work: The Evolving Sphere of Food Security (Naylor, ed., 2014), and The Tropical Oil Crops Revolution: Food, Farmers, Fuels, and Forests (Byerlee, Falcon, and Naylor, 2017).

She is a Fellow of the Ecological Society of America, a Pew Marine Fellow, a Leopold Leadership Fellow, a Fellow of the Beijer Institute for Ecological Economics, a member of Sigma Xi, and the co-Chair of the Blue Food Assessment. Naylor serves as the President of the Board of Directors for Aspen Global Change Institute, is a member of the Scientific Advisory Committee for Oceana and is a member of the Forest Advisory Panel for Cargill. At Stanford, Naylor teaches courses on the World Food Economy, Human-Environment Interactions, and Food and Security.

Bursting the Bubble: A Long Run Perspective

What are the long run drivers of global food prices? Given current market developments, what are the prospects for food price changes over the coming decades?

Thomas Hertel is Distinguished Professor of Agricultural Economics at Purdue University, where his research focuses on the global impacts of trade, climate and environmental policies. In 2013 he was awarded the inaugural Purdue University Research and Scholarship Distinction Award.  Professor Hertel is a former Cargill Visiting Fellow at the Center on Food Security and the Environment at Stanford.

Dr. Hertel is a Fellow, and Past-President, of the Agricultural and Applied Economics Association (AAEA). He is also the founder and Executive Director of the Global Trade Analysis Project (GTAP) which now encompasses more than 10,000 researchers in 150 countries around the world (http://www.gtap.org). This Project maintains a global economic data base and an applied general equilibrium modeling framework which are documented in the book: Global Trade Analysis: Modeling and Applications, edited by Dr. Hertel, and published by Cambridge University Press in 1997.

Professor Hertel’s most recent research has focused on the impacts of climate change and mitigation policies on global trade, land use and poverty. During the 2011-12 year he was on leave at Stanford University, where he was engaged in inter-disciplinary research on these topics.

Previously, Professor Hertel has conducted research on the impacts of multilateral trade agreements, including the linkages between global trade policies and poverty in developing countries. His book: Poverty and the WTO (co-edited with L. Alan Winters) received the AAEA Quality of Communication award. Other AAEA awards include: Distinguished Policy Contribution and Outstanding Journal Article.

If the Food Price Bubble Burst, Would It Matter?

What are the economic and political implications of a bursting of the food price bubble?

Johan Swinnen is President of the International Association of Agricultural Economists, a Fellow of the AAEA (Association of (the US) Agricultural and Applied Economists ); a Fellow of the ERAE (European Association of Agricultural Economists). He is also President of The Beeronomics Society. He holds a Ph.D from Cornell University and a Honorary Doctorate from the Slovak Agricultural University.

He is currently Visiting Professor at the Centre for Food Security and the Environment at Stanford University and (since many years) Professor of Economics and Director of the LICOS-Centre for Institutions and Economic Performance -- a Centre of Excellence -- at the KU Leuven, Belgium. He is also Senior Research Fellow at the Centre for European Policy Studies (CEPS), Brussels, where he directs the programme on EU agricultural and rural policy.

He was previously Lead Economist at the World Bank and Economic Advisor at the European Commission. He is a regular consultant for these organizations and for the OECD, FAO, the EBRD, and several Governments and was coordinator of several international research networks on food policy, institutional reforms, and economic development.

He has published widely on political economy, institutional reform, trade, global supply chains, product standards, agricultural policy and global food security. His publications have appeared in leading academic journals, such as the Journal of Economic Literature Science, and Nature.

This lecture is the first installment of FSE's Food and Nutrition Policy Symposium Series.

Hertel is a Distinguished Professor of Agricultural Economics at Purdue University. His research focuses on the economy-wide impacts of global trade and environmental policies with a particular interest in the impacts of energy and climate policies on global land use and poverty. He is also Executive Director, and founder of the Center for Global Trade Analysis, and Past-President of the Agricultural and Applied Economics Association (AAEA).

During his stay at Stanford he undertook research into the impacts of climate change and climate policy on agriculture, food security and poverty. In the winter quarter he co-taught an FSE seminar (with David Lobell) on the long run determinants of global agricultural land use.

Eyeglasses boosted the standardized test scores of rural Chinese schoolchildren as much as 18 percent in just six months, according to a large-scale, ongoing study led by Stanford researchers.

"The evidence is overwhelming," said Scott Rozelle, co-director of the Rural Education Action Program (REAP), a coalition of Chinese universities and Stanford's Freeman Spogli Institute for International Studies that works to improve education and health in rural China.

The initial test scores for nearsighted students hovered around 68 percent. After receiving glasses, average scores soared to 86 percent. "You do these simple interventions and a child's whole life changes," Rozelle said. "It's fantastic."

REAP scholars partnered with Chinese ophthalmologists and scores of graduate students to orchestrate the massive project, the first to examine vision problems in rural China.

In 2012 and 2013, the team screened the vision of approximately 20,000 fourth and fifth graders in rural Shaanxi and Gansu provinces and doled out more than 4,000 pairs of eyeglasses. They discovered that 25 percent of the students were nearsighted, but only one in seven of those nearsighted students had the glasses they needed.

"There's a huge amount of unmet need," said Matthew Boswell, a REAP project manager based at Stanford.

The results may seem intuitive. Yet, helping the millions of nearsighted children in rural China is anything but easy, the REAP team discovered. Few of these rural children (and adults) know they are nearsighted – the world, to them, is naturally blurry. In addition, eye doctors are concentrated in the populous coastal corridors or regional "county towns," often dozens of miles by bus from the homes of rural Chinese families, Boswell said.

Basic eyeglasses cost between 200 and 500 yuan ($30 to $80), a price out of reach for many, he said.

The researchers also struggled to counter pervasive superstitions about eyeglasses.

For example, many rural Chinese residents believe that glasses make children's' vision deteriorate, relying on the observation that vision generally worsens with age, Boswell said. In addition, many Chinese do "eye exercises" by rubbing their eyes, cheeks and temples each morning, a practice they believe improves vision, he said.

They also face political struggles: China's rural health care program doesn't pay for vision care. "We could tell health or education officials until we were blue in the face there was a high level of need for vision care in rural communities," Boswell said. "But if your findings are not attached to something they care about, it's hard to make them listen."

Hence the connection to the test scores, a highly valued measurement by Chinese policymakers. The REAP team taps its large network of Chinese academic collaborators to translate its research results into policy reform, a process that is often successful, Rozelle said.

REAP is currently analyzing alternative ways to boost the delivery and acceptance of eye care, Boswell said. The original study assigned nearsighted students into six groups.  Researchers gave one-third of the students glasses; one-third received a voucher to purchase glasses; and another third remained untreated. Then, half of the students in each group received training about the causes and treatments for vision problems.

The training failed to significantly affect whether students wore the glasses, Boswell said.  The students who had to invest time to acquire glasses using a voucher demonstrated similar usage rates as students who received free glasses, he said.

Among a variety of other initiatives currently underway, the REAP team is training Chinese teachers to conduct simple vision tests, Boswell said.

"It's an extreme feel–good example," Rozelle said. "You put the first pair of glasses on a kid … and then a huge smile lights up their face."

Frontiers in Food Policy: Perspectives on sub-Saharan Africa is a compilation of research stemming from the Global Food Policy and Food Security Symposium Series, hosted by the Center on Food Security and the Environment at Stanford University and funded by the Bill and Melinda Gates Foundation. The series, and this volume, have brought the world's leading policy experts in the fields of food and agricultural development together for a comprehensive dialogue on pro-poor growth and food security policy. Participants and contributing authors have addressed the major themes of hunger and rural poverty, agricultural productivity, resource and climate constraints on agriculture, and food and agriculture policy, with a focus on sub-Saharan Africa.

China dominates the global aquaculture industry, most clearly with its massive production and consumption of low trophic-level carp species and its rapidly rising output and exports of tilapia. Although these fish do not require a high percentage of fishmeal in their diets, their large production volumes contribute to China's leading role in global fishmeal consumption. The magnitude of China's dependence on fishmeal supplies – and hence the pressure it places on wild forage fisheries – remains a contentious issue. In this study, we use primary survey data from three provinces in China to examine the current use of aquafeeds in the carp and tilapia sectors and to assess how future demand for fishmeal will likely be affected by the country's shifting patterns of seafood consumption and production. Our results indicate that virtually all carp and tilapia farmers in our survey regions use manufactured feeds containing fishmeal and that median feed conversion ratios (FCRs) are in the range of 1.4 to 1.9. Feeds are poorly targeted on many farms due to widespread polyculture practices, especially the integration of higher-value species into carp ponds to improve farm-level profitability. Our study also suggests that government statistics underestimate household demand for fish by 20–35% because they do not account for out-of-home consumption. As China's demand for fish continues to rise in the future with per capita incomes and urbanization, the co-culture of high-valued species and the use of aquaculture feeds containing fishmeal are also expected to expand.

Ling Cao completed her Ph.D. in Natural Resources and Environment at the University of Michigan, Ann Arbor. Trained as an agronomist and environmental scientist, she has focused on interdisciplinary research at the interface between the sustainability of food and natural systems. Her dissertation research quantitatively assessed the sustainability of emerging shrimp farming systems and technologies, and in particular focused on applying these results to producers and consumers in China and US. In early 2018, Cao was selected as a recipient of the “National Thousand Talents Program for Distinguished Young Scholars,” an initiative of the Chinese government to attract high-level talent from overseas to work full-time in China. In addition, she was also selected as a fellow of the “Shanghai Thousand Talents Program” which aims to recruit top-talent who are leaders in their fields to help enhance Shanghai's future development and sustainable competitiveness. Cao currently works as an associate professor in the Institute of Oceanography at Shanghai Jiao Tung University and continues to work with Roz Naylor and colleagues on fisheries and aquaculture research.

Food insecurity remains a critical issue across much of sub-Saharan Africa. In certain parts of the region, fish is sometimes the most accessible or affordable source of animal protein. Yet many wild fish stocks are threatened or in decline, and Africa is the only continent in which per capita fish supply is decreasing. To ward off future supply shortfalls, regional governments are investing in their aquaculture (fish farming) sectors using a variety of policy tools, including fish feed subsidies.

Extreme weather events and climate variability threaten crop production, food prices, food security, and human lives at local and global scales. Ten years ago, a record heat wave killed over 30,000 people and seriously damaged crop yields in France and northern Italy; summertime heat waves and associated droughts have subsequently decimated maize and soy yields in the U.S. and wheat yields in Russia, causing global food prices to soar.

A new study published today in the Proceedings of the National Academy of Sciences by FSE researchers finds smallholder irrigation has great potential to reduce hunger, raise incomes, and improve development prospects in an area of the world greatly in need of these advancements.

But even the cheapest pumps can still be prohibitively expensive without financing.

Distributed irrigation systems are those in which the water access (via pump or human power), distribution (furrow, watering can, sprinkler, drip lines, etc.), and use all occur at or near the same location.

These systems have the potential to use water more productively, improve nutritional outcomes and rural development, and narrow the income disparities that permit widespread hunger to persist despite economic advancement.

Only 4 percent of agricultural land in sub-Saharan Africa is currently irrigated. 

"Success stories can be found where distributed systems are used in a cooperative setting, permitting the sharing of knowledge, risk, credit and marketing as we've seen in our solar market garden project in Benin," said lead author Jennifer Burney

Moving forward development communities and sub-Saharan African governments need a better understanding of present water resources and how they will be affected by climate change.

"Farmers need access to financial services—credit and insurance—appropriate for a range of production systems," said co-author Rosamond L. Naylor. "Investments should start at a smaller scale, with thorough project evaluation, before scaling up."

FSE continues to contribute to these evaluations and added eight new villages to our project in Benin last year.
